The LMTA is currently seeking a highly qualified and motivated local candidate for the position of Programs Director to assume a leading role in delivering seamless Program Development and Management, Financial, HR, day-to-day and compliance tasks. This position offers a career advancement opportunity within 12 months to the successful candidate and may lead to the role of Executive Director.

The candidate will particularly be responsible for the following:

A. General Responsibilities

As a proactive team member, the Programs Director is expected to establish a high level of credibility, build close working relationships with all internal and external constituencies to add value where and when needed and to maintain the well-being of the Association.

  • Oversee and support the advancement of all programs within the core areas of: trail conservation, community development, advocacy initiatives, education and outreach efforts
  • Manage the planning, development and delivery of funded programs, grants and sponsored initiatives.
  • Provide financial management to ensure that LMTA is financially autonomous in close cooperation and with the support of the Board
  • Provide leadership, guidance and capacity building to the human talent, including day-to-day team management and career development.
  • Represent the LMTA and its mission to relevant stakeholders including partners, donors, community leaders and participate in relevant functions and events

B. Programs Development and Management

  • Ensure that day‐to‐day operations run smoothly and productively and develop and monitor work planning
  • Provide staff and outsourced resources with guidance and support for their respective tasks and hold coordination meetings
  • Prepare and maintain program reports in the core programs, and provide ad hoc operational reporting as required in support of organizational planning
  • Manage grants reporting by providing guidance to staff, delegating different components of reporting to the staff involved, reviewing quality of final reports and ensuring all reports are delivered on time as per donors’ requirements
  • Closely follow projects’ budgeting and make sure project expenditures are aligned agreed budget for each grant; develop and issue the required financial reports as requested under each grant and communicate with donors for any budget variations
  • Prepare management reports containing updates on status of on-going programs, initiatives, operational issues and any performance metrics to be submitted to Board as agreed on a periodic basis
  • Enforce compliance to internal policies and procedures

C. Human Resources and Administrative Functions

  • Manage the workplans of LMTA staff and monitor their progress
  • Ensure that LMTA’s personnel policies and all relevant procedures are followed (daily time and attendance, timesheets, payroll, travel request, leaves, procurement, etc.)
  • Plan annual staff appraisal (performance evaluation) with input from other staff and board members; make sure that the Performance Evaluation Report is completed and filed
  • Identify opportunities for professional advancement of LMTA staff and facilitate, in coordination with the Board, such advancement through training and other exposure
  • Review the organizational and staffing needs and recommend staffing adjustments to the Board

D. Finance

  • Manage financial resources including cash flow, and keep the Board appraised of its cash status
  • Prepare operational budget in coordination with committees and follow‐up regularly on its implementation
  • Make sure that all accounting procedures are followed and implemented by staff
  • Provide support in the development and implementation of a fund‐raising plan and approach potential donors where needed in coordination with fundraising committee
  • Identify relevant calls for funding proposals and ensure resources are lined up to respond to the application(s) in a timely manner

Profile Required

  • Extensive experience in developing and managing development projects and grants funded by major donors in Lebanon and MENA
  • Relevant experience in contract and grant management
  • At least 10 years of experience in program management, community development and/or conservation, sustainable tourism, rural development, value chain development, engaging with municipalities, in addition to any other similar/ relevant field within a business environment and/ or NGO organizations
  • Experienced in capacity building and technology
  • Being an outdoor adventurer/ hiker and a nature‐lover is a plus
  • Excellent interpersonal and communication skills, and ability to communicate with different types of people (to the staff within the Association, to the Board, to partners and governmental representatives, and to the local community and public)
  • Team player, engaging, pro‐active, fair and strong personality
  • University degree in environmental studies, natural science, tourism, business management, agricultural engineering or science, or any other relevant degree
  • A good balance of basic program and team management skills, including experience in managing diverse people and budgets
  • Excellent organizational skills and project management skills
  • Experience in writing concept papers and proposals.
  • Fundraising experience would be considered a definite plus.
  • Ability to work under pressure, to prioritize, and to handle a variety of different tasks
  • Language proficiency in spoken and written Arabic and English required, French is a plus
  • Computer literacy (Word, Excel, PowerPoint, HTML, etc.).
