ABAAD PURPOSE:

ABAAD aims at achieving gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD has a proven record in working in addressing GBV in emergency settings. “Ending Gender-Based Violence: towards standardization and strengthening quality of services and direct response” is an initiative aiming at reducing the risks of Gender-Based Violence (GBV) through women, boys and girls empowerment and improving the quality of multi-sectorial assistance for women and girls survivors or at risk of GBV among the host and Syrian refugee population.

BACKGROUND:

JOB PURPOSE:

The Monitoring, Evaluation, Accountability, and Learning Coordinator will be leading the MEAL Department at ABAAD. Adding to overseeing and managing the M&E officer, the MEAL coordinator will ensure that the activities result in the achievement of its intended outputs in a timely manner and in line with ABAAD’s standards and mission. Adding to the latter, the MEAL Coordinator should have a mission and a vision to add to the department aiming to enhance the quality and accountability of the department’s deliverables. The MEAL Coordinator with the M&E officer will be responsible for designing and implementing the M&E activities of the Project; assisting the Program Manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities.

REPORTING LINES:
Post holder reports to: Project Manager & ABAAD Director

KEY RESPONSIBILITIES:

  1. Oversee the work of the M&E officer, create a weekly/monthly plan, and divide the work within the department equitably and in a timely manner
  2. Monitor all project activities and progress towards achieving the project outputs;
  3. Monitor and evaluate overall progress on achievement of results;
  4. Develop and strengthen monitoring and evaluation procedures;
  5. Support program staff on ways to properly document, organize and capture program progress;
  6. Perform regular field visits to ensure the quality of data collected and to verify the accuracy of reported data;
  7. Support, participate, and plan program and project evaluations.
  8. Organize and conduct mid-term and post-project evaluations in the target areas;
  9. Ensure all activities are implemented according to the log frame indicators; and be involved in the log frame(s) development and write-up after meetings with donors
  10. Provide qualitative and quantitative report of the activities;
  11. Liaise with Program manager and with ABAAD’s MHPSS technical advisor to develop monitoring and impact indicators for the project’s success;
  12. Liaise with Program manager and with ABAAD’s MHPSS technical advisor to develop  M&E tools and users’ guidelines and assist the project’s personnel in the use of these tools when needed;
  13. 12-    Conduct data analysis and provide inputs, information and statistics for monthly, quarterly, annual and other reports to Program Management Team;
  14. Assist in coordinating across the multiple components of the overall Program to ensure that M&E/MIS system is effective and in Line with ABAAD’s standards and mission;
  15. Responsible for overseeing the timely and accurate monthly reporting on Activity Info and/or other donor reporting requirements;
  16. Plans with the different departments, coordinates and organizes workload while remaining aware of changing Priorities and competing deadlines;
  17. Hold briefing meetings sharing updates and performance toward targets
  18. Design and lead M&E trainings to the field staff on a regular and/or needs-based manner  
  19. Will be the focal point in charge of receiving and archiving complaints/feedback from beneficiaries via the different routes present in the CRM policy
  20. Follow-up, update, and draft policies related to quality and accountability
  21. Perform other duties as required;

-         Other duties as assigned by the Program Manager and ABAAD’s Director

SKILLS AND COMPETENCIES:

-         University Degree preferably in Business Administration, Economics or related field; preferably with prior experience as a MEAL/M&E officer/Coordinator

-         At least 5 years of experience in the design and implementation of M&E/MIS;

-         Experience in designing tools and strategies for data collection, analysis and reporting;

-        Strong communication and interpersonal skills

-        Commitment to human rights, gender equality, non-discrimination

-        Flexible pro-active attitude

-        Ability to work well as an individual and in a team

-        Ability to manage an unpredictable workload in a challenging environment

-        Ability to work across socio-cultural and religious contexts

-        Belief in ABAAD’s mission and vision

-        Languages: Fluency in spoken and written Arabic, clear and concise reporting in English is strongly preferred. French is a plus
