1. Main Objective:

As of mid-August 2019, more than 5,000 Syrian refugee households in and around the municipality of Arsal have faced the dismantlement of their homes. As the home environment represents the heart of family life, its destruction will likely have a profound impact on the vulnerabilities and mental health of the affected population, markedly raising protection concerns. An additional consequence of home dismantlement may be the acquisition of additional debt, as families struggle to replace lost/destroyed items while continuing to purchase needed consumables.
Social Promotion Foundation (FPS), in coordination with UNHCR and other partners, will work to evaluate the consequences of home dismantlement on the vulnerabilities and mental health needs of the affected population in and around Arsal. Towards this end, both quantitative (survey) and qualitative (in-depth focus group discussions and key informant interviews) data collection tools will be used.

2. Main Tasks:

Job Overview/Summary:
The consultant is expected to produce the following deliverables:
● Methodology of research - provide feedback
● Survey design:
o Survey questions

o Survey should prioritize vulnerabilities as a result of home dismantlement, debt as a result of home dismantlement, as well as mental health and
wellbeing of the affected population.
o The proposed survey instrument will be discussed and approved by the
FPS’ Programs Director and M&E Department Coordinator.
● Questions for focus group discussions and key informant interviews
● Secondary data analysis - review and synthesis of all available evidence from UNHCR and partners on home dismantlement in Arsal and the impact on the affected population. Also include principle international evidence from this field, if relevant.
● Draft report and PowerPoint presentation, for FPS feedback
● Drafting of the final report (20-30 pages), including an executive summary, the research methodology, tools, survey/FGD/KII results with table of contents,
incorporating feedback on the draft report from FPS. PowerPoint presentation. The work will be done in close collaboration with FPS’ Programs Director and
Monitoring and Evaluation Department (M&E will conduct an analysis of the data).

● Draft of report with Powerpoint presentation
● Final report with Powerpoint presentation

4. Qualifications:

Professional Standards:
Adhere to FPS Code of Conduct; Child protection Minimum Standards.
Qualifications and Experience:
● A university degree from an accredited educational institution in psychology, international law, international relations or related discipline.
● At least five years of relevant work experience in humanitarian affairs, inter-agency coordination or refugee/IDP affairs in UN agencies, non-governmental organizations, or human rights organization or which at least two years were spent working in the field.
● Demonstrated experience in gender-based violence (GBV) and child protection.
● Demonstrated experience conducting studies in similar environments.
● Experience in consultancies with NGOs or UN Agencies in similar fields
Desirable qualifications
● Knowledge of FPSs operations in Lebanon;
● Knowledge of Arabic;
● Experience of working with refugees in the context of displacement and demolitions;
● Experience in communicating with a variety of audiences and sectors;
● Understanding of gender relations in the Middle Eastern setting.

5. Key Competencies Required:

● Excellent communication skills: able to listen to and correctly interpret messages from others and able to tailor language, tone and style to match audience when
disseminating information;
● Ability to work effectively within a team as well as work independently without close
supervision;
● Willingness to work in Arsal;
● Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
● Proven experience in research
● Excellent interpersonal and problem-solving skills, creativity and flexibility
● Flexible, able to assess and analyze situations quickly, objectively and prudently;

6. Languages and Computer Literacy:

● Excellent command of written and spoken English is required
● Arabic is desirable
● Computer skills, Internet communication and command of MS Office
