Job Description

The $10 million USAID Higher Education Capacity Development (HECD) program is a five-year activity (2019-2024) supported by the United States Agency for International Development (USAID) and implemented by Education Development Center (EDC) in partnership with Florida State University (FSU). The HECD Program will implement capacity building programs for up to twelve Higher Education Institutions (HEIs) aimed at addressing an underlying development challenge that affects many HEI’s in Lebanon: the limited capacity to adequately prepare graduates with both technical and soft skills currently demanded by the labor market. Despite high levels of tertiary education, the supply of high skilled workers in Lebanon is not keeping up with labor market demand. This requires increased institutional capacity of HEIs to deliver in-demand skills effectively to graduates ready to enter the labor market.

Position Description

The Higher Education Specialist recruited by EDC must demonstrate a proven track record as a highly qualified and well-respected senior level specialist within the higher education context in Lebanon. This is designated as a Key Personnel position requiring vetting and approval by USAID. The Higher Education Specialist will serve as a senior project representative, working closely with the HECD Chief of Party, during the design, orientation, and implementation of program activities with targeted HEIs. The Higher Education Specialist will be responsible for quality assurance and oversight of key program deliverables associated with HEI capacity building. The Higher Education Specialist will report to the Chief of Party.

Qualifications

The candidate for Higher Education Specialist position shall have at a minimum the following qualifications:

Education:

• Advanced degree in a relevant education field, doctorate degree preferred.

 Skills and Experience:

• A minimum of seven years of experience in post-secondary education, including developing and delivering capacity building programs
• Prior work experience in Lebanon is highly desirable  

Language:

• Fluency in English; proficiency in Arabic and French is required.
