Background

A gender responsive database and system recognizes that women and men have different social roles, responsibilities, opportunities, and needs. It addresses the underlying relationship between women and men over time and across cultures, thus it ensures that implementation of programs is designed in a way that responds to identified needs and benefits all sectors of the affected population based on thorough analysis of their self-perceived and self-identified specific rights, needs, challenges and capacities.

 

Although Lebanon has advanced in many fronts regarding gender equality and women rights, Lebanon still has a lot benchmarks to reach in order to reach the SDG goals especially Goal Number 5 on Gender equality.  A key challenge hindering success of programing and implementation and monitoring of all SDG goals especially SDG 5 is a lack of adequate gender-sensitive data[1].

 

Furthermore specifically in Lebanon Gender Parity is still low, and Gender Based Violence (GBV)/Violence against Women (VAW) is still widespread around Lebanon, in addition to Lebanon hosting an estimated 1.5 million (registered and non-registered) Syrian refugees representing more than 30% of the population for the past seven years.

 

As for gender data in Lebanon, there is still a gap in availing regular, periodic, accurate and reliable data making it hard to accurately identify, analyze and monitor the needs, vulnerabilities and priorities of women, girls, men and boys in order to develop effective and evidence based programs particularly in most marginalized and poor communities.

 

In Lebanon, there is already on ongoing community based needs assessment process led by the Ministry of Social Affairs (MOSA) with the support of UNDP which is the Mapping of Risks and Resources (MRR). This process aims at empowering and engaging community members to assess and identify their own community needs within a wide range of sectors (i.e. water shelter, health, education, infrastructure, etc). So far more than 400 community based assessments shave been carried out within the MRR initiative. However, there seems to be a rather poor assessment of these identified risks and resources as well as needs from a gender perspective or simply absence of gender related needs. As such, communities undergoing the MRR are failing to cater for specific needs and priorities that enhance women empowerment and proactive engagement and contribution to the communities’ development. 

 

UNFPA Lebanon as part of its mandate has long collaborated with national government counterparts and institutions as well as local, national and international NGOs on promoting gender equality, preventing and responding to GBV, promoting access to sexual and reproductive health. In doing so, UNFPA adopts many programmatic strategies while ensuring generation and use of data is part and parcel of its programmes to allow informing policies, tailoring interventions and making sure those interventions respond to needs.  For instance, at national level, UNFPA supports strengthening data systems that contribute to Lebanon’s commitment to CEDAW and SDG in line with the country national priorities including supporting various institutions including CAS on generation of gender sensitive data and NCLW towards the implementation and monitoring of the National Women Strategy as well as the national Women, Peace and Security Action plan.  Lastly, and under its 4th country program of assistance to Lebanon, UNFPA is committed to support data generation, analysis and dissemination on all pillars at national and sub-national levels including empowering local actors and especially women associations to provide them with the knowhow to respond their local community needs and developing their skills on gender needs assessment. 

 

Based on the above, UNFPA is seeking a consultant to develop/adapt a training package targeting women  local NGO’s, grassroot associations/organizations, women committees/networks, municipalities and women leaders on how to generate and analyze gender sensitive data and information and utilize them in their programming for improved and more effective responsive interventions and results.

 

Purpose

 

The main objective of the proposed consultancy is to develop/ adapt a training package targeting women and men in local NGOs, grassroot associations/organizations, women committees/networks, municipalities and women leaders - specifically women associations – and develop their capacities on simple methodologies, approaches, tools, etc to generate, analyze and utilize gender sensitive evidence to support programming, advocacy and monitoring related initiatives within their respective communities.

 

Tasks

 

Under the guidance of UNFPA Head of Office and in close collaboration with the UNFPA programme personnel, the consultant will be expected to carry out the following:

  • Participate in inception meeting with UNFPA to have a full understanding of the scope and outcome of this consultancy
  • Prepare and submit an action plan with concrete tasks and a timeline
  • Perform quick desk review on related tasks as well as existing training packages
  • Carry out consultative meetings with selected UN agencies (i.e. UNICEF, UN Women, UNDP, UNHCR) as well as government representatives (i.e. MOSA) to assess vulnerabilities, needs, resources, tools
  • Hold 2-3 meetings with selected representatives from local NGOs, grassroot associations/ organizations, women committees/ networks, municipalities and women leaders to discuss their needs and capacities for generating and analyzing gender sensitive data 
  • Based on the outcome of the consultative meetings, develop/adapt a training package in Arabic to be reviewed by UNFPA
  • Pilot the draft training package with a small group of beneficiaries (i.e. 8-10)
  • Finalize training package including lesson plans, objectives, agenda, etc based on pilot training as well as UNFPA’s input

 

Expected Deliverables and Outputs

 

  • Consultancy plan and timeline
  • Consultative tool
  • Draft training package in Arabic
  • Revised training package in Arabic including lesson plans, objectives, agenda, etc
  • PowerPoint in English presentations based on the above
  • Handouts relevant to the training package/module
  • Brief narrative and analytical report summarizing the completion of the tasks under this consultancy

 

Duration of Assignment

 

The consultancy duration is for 6 weeks from the date of contract signature.

 

Required Qualifications

 

  • At least 5 years of increasingly responsible experience in data analysis and monitoring with focus on gender/development/human rights related work.
  • At least 4 years’ experience in research (both qualitative and quantitative).
  • Experience in developing M&E tools and training practitioners/users on their use.
  • Excellent interpersonal skills and ability to establish effective and working relations with other stakeholders
  • Proven experience in developing gender responsive programming based on data
  • Familiarity with non-governmental entities and women entities in specific in Lebanon is essential.
  • Excellent written and spoken communication skills in Arabic and English.

 

Support to be Provided by UNFPA

 

  • Provide consultant with necessary and relevant reports and documents  as applicable
  • Facilitate contact with the main stakeholders
  • Participate in the field level meetings/interviews when feasible
  • Review and provide technical input on the draft toolkit/ training package
  • Facilitate training sessions with entities
