Our Team

The Oxfam team in Lebanon implements integrated humanitarian, development and policy interventions in line with Oxfam’s country strategy for Lebanon as relevant to the Bekaa and north Lebanon areas, including protection & governance; cash safety net/social protection and economic development/livelihoods; WASH/water governance with a focus on partnerships. The economic justice team in particular, strives to ensure that marginalised women and men, especially youth, are empowered to cope with the effects of economic poverty, and have greater access to and control over productive economic resources for sustainable poverty reduction and lessened aid dependency.

 

Job Purpose

 

The purpose of the position of Economic Justice Coordinator is to operationalise Oxfam’s vision for Lebanon as relevant in our areas of operation in Lebanon, supporting on the integration of sectors of humanitarian and development work, ensuring programme quality, community participation, good partnership relations and coordination. The position is accountable for all the programmatic, management, program development, influencing and partnership aspects of the economic justice pillar. As a key role within the Oxfam Lebanon Country programme, the position will be based in Beirut, with regular travel to Bekaa and north Lebanon for meetings with beneficiaries and stakeholders (municipalities, private sector entities, other local and international actors, etc). He/she will oversee effective management and relationships with relevant external stakeholders, provide oversight over projects in the economic justice pillar, including financial and program quality oversight, lead in preparing and developing high quality proposals and concept notes for economic justice interventions, review and approve progress and donor reports, and enhance internal and external learning and representation. In addition, the economic justice Coordinator will also identify new project ideas in line with the thematic area.

 

What we Are Looking For

We are seeking to recruit a dynamic senior professional with experience in economic justice programming, leading teams, working with local and INGO partners, programme coordination, project management, programme design, and representation. Knowledge of Arabic and Lebanon are preferred.

Key Responsibilities

Programme Oversight

  • Directly line-manage at least 3 Project Managers, ensuring implementation of Oxfam’s performance management policies and procedures;
  • Support the implementation of economic justice activities in Lebanon – including ensuring coherence, standardized approaches, and programme quality, and quality reporting to donors, across the economic justice programme as a whole and advise on economic justice elements in other programmes;
  • In collaboration with other Coordinators, the policy team and Project Managers, support the integration of programmes and policy to ensure that programmes are working towards achieving same aims, and leveraging impact in line with Oxfam’s Country Strategy for Lebanon;
  • Support team and partner risk analysis related to programme activities before implementation and provide strategic steer on amending activities and approaches where necessary;
  • Support economic justice programme teams and partners in developing and applying appropriate monitoring, evaluation, accountability and learning (MEAL) tools in relation to Oxfam’s economic justice work in Lebanon;
  • Support the development and implementation of national programme evaluations, learning events and specific programme-related research activities;
  • Support economic justice programme staff and partners in mainstreaming gender throughout Oxfam Lebanon’s work;
  • Support the identification of capacity building needs and opportunities for Oxfam staff and local partner organisations; support the development and implementation of capacity-building plans and design and deliver trainings as appropriate;

 

Programme Design and Strategy

  • Lead on the development of a comprehensive economic justice strategy for Oxfam in Lebanon, which includes elements of economic justice programming and projects, and advocacy and policy efforts, working towards a transition into longer-term programmes that links closely with the economic justice change goal and has a strong partnership approach. This includes defining the strategy, designing approaches, identifying key partners and supporting (or leading when relevant) programme teams and partners in developing (funding) proposals and reviewing and revising current projects to meet changing needs and requirements;
  • Lead on programme design and proposal development for projects that fall under the economic justice pillar of work, and/or support the proposal lead on integrated multisector interventions;
  • Provide specialist economic justice technical advice and support to the implementation of Oxfam’s interventions and approaches in Lebanon (e.g. economic development, rural and urban; social safety nets);  
  • Participate in in-country planning, strategy development and reviews;
  • Maintain an up-to-date and comprehensive understanding of livelihoods issues in Lebanon and ensure that programme teams are operating according to emerging evidence on what works, and what does not work, within the Lebanon context and the legal framework;

 

Representation & Influencing

  • Represent Oxfam externally in relevant UN/(I)NGO or government coordinator fora; develop alliances with organisations and other relevant stakeholders working on economic justice with a view to enhancing coordination, and adopting complementary approaches including active participation in relevant coordination and planning mechanisms;
  • Attend donor meetings when relevant and organize field visits as required;
  • Support advocacy and campaigning on economic justice issues, and advise on relevant research so that influencing and policy work is based on sound programmatic evidence;
  • Be the focal point to liaise with technical staff from other country programs in the region to identify opportunities for collaboration and joint learning;
  • Build a network of partnerships (formal and informal) to engage with on programmes and for policy, advocacy and influencing.

Skills, Experience & Knowledge

Essential

 

  • Commitment to the values and objectives of Oxfam;
  • At least 5 years of experience in NGO work (e.g. in local economic development, poverty reduction, urban/rural development, etc);
  • Sound knowledge of Lebanon’s social, economic and political context (including an understanding of the Syrian crisis context and response);
  • Strong knowledge of and engagement with Lebanese civil society, and an understanding of/experience with the private sector in Lebanon;
  • Excellent understanding and knowledge of economic recovery principles in a development context;
  • Proven ability to analyse complex environments at the local and national level, monitor changes and translate into appropriate strategic advice;
  • At least 5 years of experience in project management, including planning, budgeting, monitoring, evaluation, accountability and learning;
  • Well developed interpersonal and team leadership skills
  • Proven ability to be flexible in demanding situations and to work under pressure and in response to changing needs;
  • Excellent communicator with proven ability to build relationships with a variety of stakeholders (local partners, municipalities, etc);
  • Ability to work flexibly and under pressure;
  • Ability to travel to project areas for outreach and participation in meetings/events;
  • Experience in working with and developing the capacity of staff and partners;
  • Excellent written and spoken English.

Desirable

 

  • Demonstrated experience in integrating gender and diversity into economic justice programming;
  • Experience in supporting research, advocacy and influencing efforts on economic justice issues in Lebanon;
  • Knowledge of and/or experience in governance programming;
  • Excellent written and spoken Arabic.
