1. Introduction This assignment is part of the project " Municipal support to children empowerment towards waste management” funded by the Catalan Agency for Development Cooperation (ACCD) and the Barcelona Metropolitan Area (AMB). Within the framework of this project, MedCities1, in partnership with the Union of Municipalities of Mennieh, is committed to enhance the Unions’ capacity to raise students’ awareness on the importance sorting from the source and sound waste management in general. To this end, MedCities is launching a call to recruit two external experts: an integrated solid waste management (ISWM) expert to act as project local coordinator and cover technical and logistical aspects of sorting at source, and another one on waste management awareness raising. The present ToR refers to the awareness raising expert.  
 
2. Tasks and responsibilities of the Service Provider  The service provider undertakes to design and implement an awareness raising campaign among students of 5 to 31 schools in the Union of Municipalities of Mennieh, on the importance of sorting from the source, on managing the waste properly and on protecting the environment. The final scope (5 to 31) of the intervention will be decided by the Steering Committee after an Initial Assessment by the ISWM expert.  
 
The service provider will undertake the following tasks:   Participate in project team meetings and Steering Committee meetings upon invitation of the project coordinator.  Face to face meetings with schools and selected stakeholders.  Implement a survey addressing the 31 schools to determine their understanding of the importance of reducing waste to identify priority issues for awareness raising.   Face to face meeting with Union of Municipalities of Al Fayhaa and the company that is designing an awareness campaign for their wider sorting at source project to benefit from each other approaches and ideas and also from tools when adequate and possible.  Face to face meetings with the Intaj 3 project implemented by Mercy Corps to seek coordination and synergies.   Once the scope (5 to 31 schools) is agreed upon, design of the awareness raising campaign including expected results, planning, methods–competitions, training, movies, information, etc.- and materials needed.  Design of awareness materials within a given budget (budget for production/printing provided aside). Supervise the materials production.  Execution of the campaign in 5 to 31 schools
                                            1 MedCities is a network of Mediterranean local authorities aiming to empower municipalities in respect of urban development issues. MedCities General Secretariat is based in Barcelona Metropolitan Area (AMB) while its territorial antenna for the eastern Mediterranean is hosted by the Union of Municipalities of Al Fayhaa (KTC Al Fayhaa). The Union of Municipalities of Batroun is MedCities member.  
 
 
 
 
 
 Survey among the students to assess the increased awareness after the campaign and possible follow up.  Respect to the rules of visibility and communication of the donors in all activities, products and purchased materials -which will be indicated by MedCities and supervised by the local coordinator- and producing brief news items and photo material for communicating progress through local media and MedCities communication tools.  Social media dissemination of the campaign and the project.  Support the local coordinator in the organisation of the final event.  The service provider will work under the supervision of a project local coordinator with whom a Work Plan will be agreed. The assignment will be further guided and validated by the Project Steering Committee. MedCities KTC Al Fayhaa will be the overall supervisor and the liaison with the MedCities General Secretariat.
3. Outputs of this assignment  Draft survey addressing the 31 schools to determine their understanding of the importance of reducing waste and identifying priority issues for awareness raising. Includes a list of meetings and interviews undertaken.  Final survey after revision by the team and Steering Committee  Plan for the awareness raising campaign (draft and final)  Awareness raising materials   Awareness raising campaign implementation report including a description of the activities implemented and an evaluation based on the survey to assess increased awareness.   Report on local media coverage.  Good quality pictures of the project implementation process
4. Background information on the project The project specific objectives are to: 1. Empowering local administrations in supporting children awareness on waste management. 2. Facilitate the exchange of experiences and collaboration among municipalities facing similar challenges 3. Spreading among the school students the culture of sorting from the source 4. Reducing the amount of waste disposed in the landfill 5. Improving the personal and environmental hygiene in schools  6. Activate the participation of teachers and students in the implementation of municipal activities.
 
Scope of the project The project will be realized in the Union of Municipalities of Mennieh- North Lebanon (UMM), specifically in its 31 schools or a selected number of them (minimum one per each of the 5 municipalities). It aims to improve the results of the sorting at source collection systems by distributing adequate containers to each school, raising awareness among students on the
 
 
 
 
 
importance of sorting from the source, on managing the waste properly and on protecting the environment. The separated waste will be collected and transported to the sorting plant using special trucks provided by the Union. This will reduce the amount of recyclables reaching the landfill. The realized awareness activities, the procured equipment and the presence of the sorting plant will assure the sustainability of the project.
 
The project might further include several activities to promote health and environmental concepts among school students and to teach them how to live a healthy lifestyle. This project component would be run and financed by the Union of Municipalities.  
 
The project will involve from 5 to 31 Schools with a total number of scholars of about 9000.  
 
A preliminary survey will define the expected amounts and types of waste to be collected, the most efficient and feasible collection system on the basis of the location of the schools, the amount of waste to be collected and the typology and size of containers.  
 
Theoretical trainings, practical trainings and competitions will be realized within the framework of the awareness campaign aiming at making the behaviour of school students environmentally healthier. A local CSO/NGO will collaborate in realizing the activities.
 
The project runs in line with a similar (wider) campaign which will be implemented in Al Fayhaa in the framework of a sorting at source project. The teams in Al Fayhaa and Mennieh will liaise to benefit from each other approaches and ideas and also from tools when adequate and possible. Additionally, Al Fayhaa will transfer their experience as to the estimation of wastes, selection of containers and definition of routes.  
 
The project runs in parallel to the INTAJ 3 project by Mercy Corps aimed to improve solid waste management and recycling services and encourage positive practices in this sector. Complementarity and synergy will be sought all through the implementation.
 
Project activities: 1) Coordination: Constitute a local group chaired by the Municipality to monitor the implementation of the activities of the project.  
 
2) Preliminary surveys:  - Sorting at source: Estimated amounts and types of waste, existing and potential collection system, most efficient intervention, number and typology of containers to be purchase - Awareness campaign: Surveying among the 31 schools to determine their understanding of the importance of reducing waste and of personal hygiene to identify priority issues for awareness raising-  
 
2) Implementing the awareness campaign including several activities mainly: - Presenting lectures and introductory films for school students - Distribution of information material. - Awareness raising activities
 
3) Implementing a campaign on sorting from the source:  - Procurement and distribution of containers for sorting the Waste within schools  - Collection of sorted wastes in a special truck  
 
 
 
 
 
- Survey of waste collected (e.g. amounts (volume and weight) typology, quality for recycling)
 
4) Evaluation and defining follow up - Assessment on how much waste is being derived to recycling instead of landfill, effectiveness of the routes and frequency and possible need for adjustments - Survey among the students to assess the increased awareness after the campaign and possible follow up.
 
5) Realizing a closing ceremony to present the results and lessons learned 6) Reporting  
 
Targeted beneficiaries: School Students (at least 5 of the 31 Schools including 9000 students), their families and teachers. The whole education community and the Municipal services.
 
Expected duration of the project: 3 months (October to December 2018)
 
The project will be overseen and validated the Steering Committee and the MedCities KTC Al Fayhaa and General Secretariat.
 
 
5. Requisites to submit candidacies Applications can be submitted by: • Individuals or legal entities, with their normal and tax place of residence in Lebanon, who have full capacity to act and are not subject to prohibition to recruit. • Individuals or legal entities who can prove their technical solvency and professional experience in a similar position.
Profile and experience: • Education degree related to the scope of the assignment  • Previous professional experience on raising awareness on the importance of integrated solid waste management and source separation of municipal waste  • Experience working with school children. • Experience designing communication materials and using social media. • Experience collaborating with municipal authorities. • Acquaintance with the project area (Union of Municipalities of Mennieh). Residence in the project area is valued positively.  • Oral and written communication skills. • Facility for interpersonal relations. • Initiative, proactivity and rigour. • Organization and responsibility.  • Work skills in multidisciplinary teams. • Languages: high level of English and Arabic. Knowledge of French is an asset. • Good command of Microsoft office automation tools.

7. Obligations of the Service Provider It is recalled that the Service Provider is bound by an obligation of means and acts on behalf of MedCities. He must therefore carry out his duties in accordance with the rules in force in his profession and by complying with all the data acquired in his field of competence.
 
He acknowledges that MedCities has given him full information about his needs and the requirements to be respected.
 
He undertakes to comply with the internal regulations and the safety instructions applicable to MedCities.
 
Finally, it undertakes to respect the rules of visibility and communication of the project which will be indicated to him by the MedCities.
 
 
 
 
 
 
8. MedCities Obligations In order to enable the Service Provider to carry out the mission in good conditions, MedCities undertakes to provide all the necessary documents as soon as possible.
 
9. Responsibility The liability of the Service Provider can only be called into question in the event of a breach of its obligations. In addition, MedCities cannot invoke it in the following cases:  if he has not provided the Service Provider with a document or information necessary for the service,  in the event of force majeure or other causes beyond the control of the Service Provider.
10. Authorship and ownership of the work The ownership and authorship of the work covered by this contract shall belong to MedCities and any use or mention thereof in publications, articles, interviews, conferences, etc., in any language and without any temporal or territorial limitation, shall have the relevant authorization and indicate MedCities as the owner
 
11. Confidentiality clause The information to which the Service Provider obtains access for the development of the purpose of this contract, provided that it is not classified as public, shall be of a confidential nature and may not be used for activities other than those included in this contract. In the event that a particular use of the information raises doubts with regard to respect for this Confidentiality Clause, the service provider must, in any case, request the consent of MedCities.
 
12. Duration and termination of service The duration of the service and the tasks to be performed will be from the date of signature of this document until the successful delivery of all the assignment’s outputs by 31/12/2018 at the latest.
