VACANCY ANNOUNCEMENT
The European Civil Protection and Humanitarian Aid Operations (ECHO), funds relief operations for victims of natural disasters and conflicts outside the European Union. For humanitarian aid, the Commission works with about 200 operational partners, including United Nation agencies, the Red Cross/Crescent movement and non-governmental organizations (NGOs). Aid is channelled impartially, straight to victims, regardless of their race, ethnic group, religion, gender, age, nationality or political affiliation.
The ECHO Damascus is seeking to recruit ONE National Staff to be based in Damascus as:
Programme Officer – ref. DAM-PO-2017-12
PROFILE:
Education:
- University degree from a recognized university preferably in International relation, socio-economic, humanitarian affairs and/or project cycle management field
Knowledge and Experience:
- Minimum Five years of relevant experience at national or international level in supporting programme/project operations, preferable including at least two years of experience with an NGO's, donor or national/international organisation;
- Experience supporting operations in the humanitarian, development or related field e.g. project coordination, management, implementation, monitoring, and evaluation, etc.
- In-depth and extensive professional knowledge of Syria Humanitarian context.
- Good knowledge of Programme Cycle Management (PCM) or experience in project management.
- Ability to travel on regular project monitoring visits or to respond to an emergency in insecure settings, as needed.
- Ability and willingness to work in a multi-cultural environment.
- Ability to work in the field with implementing partners and to communicate with beneficiaries.
- Ability to work under pressure, with autonomy and initiative, and to identify priorities
- Proficiency with basic office software (Word, Excel, Outlook).
Languages:
- Proficiency in Arabic and English (written & spoken);
- Good knowledge of any other European languages is an asset
JOB DESCRIPTION:
The job holder carries out activities to contribute to the delivery of an effective humanitarian response in Syria. The job holder contributes to the humanitarian context analysis, programme assessments, monitoring and evaluation and liaises with partners, local authority and institutions in an advisory capacity.

- Must be a Syrian national or hold a valid residence/work permit or other proof that he/she is eligible to live and work in Syria;
- Capable of working under pressure in a multitasking position.
- Holder of a valid passport to travel outside the country;
