UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In partnership with the Swedish International Development Cooperation, UN Women is implementing a regional programme; “Men and Women for Gender Equality Programme.” This four-year regional programme (2015-2018), aims to respond to new challenges and opportunities in the region regarding gender equality and women’s empowerment. It seeks to understand the root causes of gender inequalities and to address them through an innovative bottom-up approach.

With the overall goal to enhance gender equality in the region, the programme intends more specifically to contribute to the following:

Understand the root causes of gender inequality in order to develop evidence-based advocacy and awareness-raising tools; including on masculinities and working with men and boys;

Strengthen the capacities and networks of GEWE civil society organizations, with a particular focus on the sustainability of new and emerging movements;

Develop community-based solutions to promote gender equality based on innovative approaches and South-South exchanges.

The regional project is implemented in four countries, including Lebanon, and Project Coordinators in each programme country are overseeing the respective project activities in the country. The Project Manager for the Lebanon project is based in Beirut. S/he is responsible for implementation and achievement of results under the Swedish International Development Cooperation Agency (Sida) funded project. In particular, s/he is responsible for the monitoring of the program portfolio, including work-plans and budget, and to support the development of proposals and fundraising for the next phase of the Programme. The project coordinator is required to support the in-country coordination, including, guide partners and coordinate the sub-granting component of the programme, profile research findings and turn those into advocacy asks, as well as leverage and take the most effective parts of the programme to scale (eg, policy advocacy, communication and programming).

 

Duties and Responsibilities

 

Under the overall guidance and direct supervision of the “Women and Men for Gender Equality programme manager at the regional office in Cairo, the staff member will have the following responsibilities:

• Exercise overall responsibility for planning, implementation, management, monitoring and evaluation of the programme in country

• Document lessons learned, produce knowledge products and communicate those;

• Provide day to day guidance to partners organizations, promote networking and joint advocacy based on the research findings from this programme  

• Create visibility and buy in among key stakeholder, promote policy advocacy and support fundraising for the next phase of the program.

1. Implementation of project activities:

Exercise overall responsibility for planning, implementation, management, monitoring, coordination and reporting aspects of the “Men and Women for Gender Equality” programme;

Promote networking and joint advocacy between partner organizations

Be responsible for the timely preparation and quality control of all substantive technical reports, briefs and required documents;

Ensure timely production and submission of all financial and narrative progress reports by all project partners;

Organize and lead Program Advisory committee meetings. Prepare relevant background document, briefs, progress reports for these meetings and for donor reporting. Follow-up on the implementation of the Program Advisory Committee and the regional Sida Steering Groups decisions and recommendations;

In collaboration with the regional office, initiate procurement of goods and services, TORs and RFPs, managing process for the selection of suppliers, contractors and partners;

Conduct field visits to supervise, coordinate and monitor field level activities of the programme in country;

Manage and oversee the financial aspects of the project and ensure proper delivery of the project budget in country by the implementing partners according to the project’s work plan.

2. Provision of top quality advisory and programme development services:

Thorough analysis and research of the political, social and economic situation in the country, as well as discourse on engaging men and boys, and root causes of gender equality, and preparation of substantive inputs to the UNW office programme planning and reporting;

Identification of areas for support and integration of key research findings within UN Women’s ongoing and upcoming programs;

Support programme development efforts and leveraging resources for the country office to support the project implementation and its policy change objectives in-country.

3. Facilitation of knowledge building, communication and advocacy:

Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to the programme objectives;

Identify the key areas for policy advocacy, support the organizing of round table discussions, and promote policy advocacy.

Sound contributions to knowledge networks and communities of practice;

Promote the dissemination of knowledge products and key research findings through social media;

Support to trainings and coaching on engaging men and boys in gender equality;

Support to the establishment of a national network of partners for engaging men and boys in gender equality;

Identify and support the development of key relevant knowledge management products and interventions to promote knowledge building at the country level and share them at the regional level to promote exchange of best practices.

4. Creation of strategic partnerships and implementation of the resource mobilization initiatives:

Development and strengthening of existing partnerships with the UN Agencies, civil society, research institutions and others in country;

Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new phase of the program, active contribution to the fundraising and development of the next phase of this programme;

Provide strategic representation of the project capitalizing on UN Women’s involvement in national and international fora, as needed, and liaise with key civil society, government, UN, academic and donor participants to enhance the strategic partnerships and maximize impact of the programme nationally and at the regional level.

Impact of Results

The key results will have a decisive impact through the achievement of the programme objectives through enhancing the capacities of civil society to provide community based solutions on addressing inequalities; and contributing regional knowledge and experience-sharing on engaging men and boys and the root causes of gender inequalities.

The programme will also have impact on the capacity of the UN system to support country offices in the design and implementation of strategies and activities that contribute to gender equality and women’s empowerment in the region. It will provide a new evidence base in the region, through the first regional men and masculinities surveys, and provide opportunities for knowledge sharing, south-south exchanges and community based solutions.
