The objective of this consultancy is to provide to the UNICEF LCO with an analysis on the feasibility, opportunities, risks, extent and relevance to the national scale-up of the monetization pilot of the water trucking and dislodging services in the Informal Tented Settlements (ITS).

UNICEF Lebanon will organize the first national Communication for Development (C4D) / Social and Behaviour Change Communication (SBCC) National Summit in Lebanon in December 2019. The summit aims to better understand what works in shifting social norms, changing behaviours and in amplifying the voice of those who have most at stake in the success of development efforts to raise awareness and to accelerate development impact in Lebanon. At the end of the summit, recommendations and action points will be made which will inform and add values to the future programming and activities.

The objective is to support the Chief of WASH in producing a Climate Landscape Analysis for Children (CLAC) for Lebanon with the responsibility of collecting, compiling and reviewing key resources and coordinating the information gathering and review processes. In addition, the contractor will also provide overall support in preparing the study by researching specific issues and drafting individual sections. The contractor will also liaise with the climate, energy and environment team in HQ/NY.

The proposal has two main objectives:
- The first is to strengthen the municipality data systems, with specific focus on the development of child and youth database and;
- Second is to establish e-governance at the municipality of Kab Elias Wadi el Dalam.
A holistic intervention that includes hardware, software, systems and capacity building is forecasted in this project. This would allow the municipality to better plan and monitor child rights related projects and strategies; and better serving its citizens in their day-to-day requests.

Purpose of Assignment and Scope of work:

The purpose of the assignment is to: (i) explore new and innovative ways of documenting experiences and information, (ii) testing out innovative ways in process documentation of local level system strengthening efforts of UNICEF LCO through review of existing relevant documents, reports and assessments (empirical evidence generation), on the implementation of systems strengthening efforts, (iii) draw lessons learnt, best practices and a set of possible local level system strengthening options for different contexts.
