Overview:

International Relief and Development (IRD) is seeking an expression of interest for monitoring and evaluation services to be conductedin a conflict zone to validate, monitor, and assess the impact of a community grants program. Applicants are required to provide a summary outlining organizational capacity, skills, knowledge and experience and why you should be considered for this service. You should take into consideration the details enclosed in this request for EOI when crafting your response. In particular, potential providers should note their experience working in remote as well as conflict-prone areas, and note their specific expertise in various parts of the Middle East.

Background

IRD program is seeking monitoring and evaluation services to be conducted in a conflict zone to validate and assess program assistance including multiple grants of various sizes, scopes, and nature being funded.

The program will primarily be comprised of work with village-level relief committees, nascent groups, and a few more established CSOs trying to fill critical gaps across all sectors in areas where most international NGOs have limited access.

The M&E component will be a significant activity to be performed during the current program. IRD will conduct M&E for activities funded by the grants. The M&E will validate the following:

Implementation of activities Alignment of activities with program objectives Appropriate utilization of program outputs Overall reaction to the programs from targeted beneficiaries
The sources for verification are twofold. The first is to be done by the implementing partners in the field, reporting on activities and results in their subsequent regions. The second will be done by a third party (the subject of this EOI) organization to validate and provide feedback on M&E.

The M&E will involve capturing standard program data and activities using tools developed and deployed specifically for remote monitoring through IRD’sinterface software running from hand held devices (CMORE software).

The M&E methodology will employ:

Field visits including conflict zones Activity visits Interviews with direct stakeholders in the programs Interviews with individual beneficiaries of the programs (if needed) Extrapolation of information on from program activity reports

Time Frame: the services are to be made up to 8 months.

Description of Responsibilities

Under the overall guidance of, and in coordination with, IRD and the selected Third Party M&E Service Provider will undertake the following deliverables:

Hold technical review meetings with IRD to develop monitoring checklist and schedule, and define the reporting format and work plan for regular monitoring activities; Hire qualified data collectors ( from both genders ) for each applicable location or region; Train and coach monitoring team on required monitoring activities and tools with the support of IRD; second and advanced level of training to be conducted as needed throughout the period of the assignment; Design M&E tools as pre and post questionnaires tailored to each activity, which must be verified and approved by IRD prior to use; Conduct regular monitoring of IRD programs in the identified areas, and submit monthly activity reports; Conduct a community impact assessment of all implemented grants; Conduct risk assessment for every type of monitoring activity; Maintain proper technical and financial documentation of all M&E activities by the service provider in relation to IRD; Conduct debriefing meetings with IRD/CSCS Program Manager, and identify challenges and ways forward for improving implementation of services; and Submit a detailed final report at the end of the assignment.

Eligibility Criteria

Interested applicants should meet the following criteria:

Be registered as an organization and have legal status for operation); and Provide a demonstrable track record of successful implementation of similar assignments, including contact details to verify past assignments.

IRD will not consider proposals from:

Individuals without any organizational affiliation; Any type of governmental entity; and/or Current or previous grantees of funding from IRD.

The deadline for submission is11:59 p.m. EST on August 21, 2015. Interested parties may send questions and require additional clarifications through email to the above-mentioned email address by 5:00 p.m. EST on August 20, 2015.

Review and Selection Process

The IRD evaluation committee will review all the EOIs received, and the selected organizations will be invited to submit a detailed proposal with the budget based on the scope of work and further instructions provided by IRD within the deadline agreed upon.
