Background

International Relief and Development (IRD), through its Capacity Support for Civil Society (CSCS) program, is seeking a qualified trainer to deliver a capacity building course on advocacy to a group of nascent civil society organizations within the context of Syrian crisis.

Location

The capacity building course will be delivered in Turkey.

Time Frame

The training course will be delivered from 25 to 29 July 2016.

Description of Services

Under the overall guidance of, and in coordination with, the Program Manager and the Program Coordinator, the selected trainer is required to design and deliver a training course on advocacy to 15 – 20 individuals from selected civil society organizations, to cover the following specific topics:

- Advocacy cycle

- Elements of successful advocacy campaign

- Coalition building

- Communicating and engaging with decision makers

- Communication and media

- Data collection

- Analysis and utilization

- Policy development

- Case studies from similar context

- How to develop effective documentation to support advocacy strategies

The training provider may expand this list as to include additional topics relevant to advocacy for civil society organizations.

As a tangible result of the training course, IRD expects that each participating civil society organization- trainee will produce a brief advocacy strategic plan on a real policy issue.

As for the course language, the training course is to be delivered in Arabic, and the course materials are to be developed in both Arabic and English language.

Prior to the training course, IRD will review the course material developed by the trainer and distribute it to trainees. All course materials developed within this scope are deemed IRD’s property.

Required Deliverables

The selected trainer is required to submit the following deliverables:

One capacity building course on advocacy The course material must be provided to IRD in Arabic and English prior to the course within the agreed timeline Advocacy material must be developed in a way suitable for a toolkit, whether a booklet or media, that can be used at some later stage. A detailed report following the course, including challenges and lessons learned, as well as recommendations.

Evaluation Criteria

IRD Evaluation Committee consisted of senior program management will review and evaluate all proposals submitted before the deadline using the following specific criteria:

Timely submission Relevant experience with civil society organizations and/or similar programs Description of the training course content, methodology and approaches responsive to the Scope of Work Cost i.e. value for money Lebanese nationality is preferred

Submission Guidelines

The proposals must be submitted via email to [email protected] with the subject line “Advocacy Course”.

The deadline for submission is 7 July 2016, 11:59 p.m. Beiruttime.

The proposals must be submitted in English language, and it must include the following:

- CV

- Contact information of three references

- Training course outline (one page)

- Training course methodology and approach (two pages)

- Financial proposal (n.b.: daily rate in USD)

IRD may select one or more trainers for this training course. Only selected trainer(s) shall be contacted.

Incomplete or late applications shall be disqualified.
