مقدمة:
كونسيرن وورلدوايد هي منظمة إنسانية دولية مكرسة لتخفيف المعاناة والقضاء على الفقر المدقع.
تدعو كونسيرن مقاولي / شركات البناء من أصحاب الكفاءة والخبرة إبداء الاهتمام في المشروع المشار إليه أعلاه والممول من اليونيسيف في مخيم نهر البارد، منطقة عكار، شمال لبنان.
تشمل الأعمال إعادة تأهيل قناة مياه بعرض 4 أمتار و عمق 1.5 متر كما تتضمن أعمال الترميم والإصلاح بالخرسانة، و صبة نظافة ووضع بلاطات جديدة من الخرسانة المسلحة، وبناء جدران حجر الرصيف.
الشروط والأحكام:
إن الشركات التي يسمح لها المشاركة في هذه المناقصة هي تلك المصنفة/ الموافق عليها من قِبل وزارة الطاقة والمياه. الشركات المطابقة للشروط المذكورة والراغبة في المناقصة لهذا المشروع، يجب أن تبدي لكونسيرن الاهتمام، على أساس ذلك تتيح كونسيرن وثائق المناقصة للشركة المذكورة. إبداء الاهتمام يمكن أن يكون عن طريق البريد الإلكتروني:

3. إصدار وثائق المناقصة
ما أن تتلقى كونسيرن إبداء الاهتمام، ستقوم بتوفير وثائق المناقصة. يمكن جمع هذه الأخيرة في قسم الخدمات اللوجستية،

4. الإطار الزمني
الموعد النهائي لإبداء الاهتمام، من خلال البريد الإلكتروني هو يوم الجمعة 26 شباط 2016.
بعد ذلك سيتم إبلاغ المتقدمين بتاريخ جمع وثائق المناقصة.
معايير الاختيار ومنح العقد:
إن معايير الاختيار لمنح العقد هي على النحو التالي أدناه:
1) السعر
يكون سعر العطاء عنصراً حاسماً في قرار منح العقد.
2) القدرة والخبرة
تلتزم الشركة بتقديم أدلة على تنفيذ مشاريع مماثلة.
3) وضع الشركة القانوني
يتعين على الشركة تقديم دليل حول وضع الشركة المسجل، الالتزام الضريبي، وتغطية التأمين، الخ
4) فترة تنفيذ المشروع
تقوم الشركة بذكر الإطار الزمني لتنفيذ المشروع: تاريخ البدء / تاريخ الانتهاء.
ومن المتوقع أن يتم الانتهاء من المشروع في مجمله في موعد لا يتجاوز نهاية نيسان 2016
5) أُخرى
قد تنظر كونسيرن في معايير إضافية، بما في ذلك ولكن لا يقتصر على سمعة الشركة وكذلك تاريخها، الخ.
Introduction:
CONCERN Worldwide is an international humanitarian organization dedicated to reducing suffering and ending extreme poverty.
CONCERN invites expressions of interest from registered competent and experienced construction contractors / companies for the above indicated project funded by UNICEF in Naher Al Bared, Akkar region, North Lebanon.
The works will comprise rehabilitation to lengths of an existing water channel 4 metres wide x 1.5 metres deep including concrete patching and repair, the laying of concrete screed, the installation of new reinforced concrete slabs, and the construction of kerbstone walls.
Terms & Conditions:
Companies allowed to participate in this tender are those pre-qualified/approved by the Ministry of Water and Energy. Compliant companies wishing to Tender for this project, shall first advise CONCERN of its Expression of Interest, on foot of which CONCERN will make available the Tender Documents to the said Company.

Time Frames
Final date for Expression of Interest, through email is Friday 26th of February 2016.
Applicants will be advised thereafter of the date on which tender documentation may be collected.
Selection Criteria and Contract Award:
Selection Criteria for Contract Award are as stated hereunder:
1) Price
Tender Price will be a critical component in the decision to award the contract.
2) Capacity and Experience
The Company shall submit evidence of executing similar projects.
3) Legal Corporate Status
The Company shall provide evidence of its Registered Corporate Status, tax compliance, Insurance cover , etc.
4) Period for Project Execution
The Company shall state its time frame for project execution: start date/completion date.
It is envisaged that the project is completed in its totally nor later than end April 2016
5) Other
CONCERN may observe additional criteria, including but not limited to reputation of the firm and as well as its past history, etc.
