The Rene Moawad Foundation (RMF) is seeking a “Livelihoods Manager” under its USAID-funded “Promoting Sustainable Livelihoods- PSL” Activity. The PSL is implemented over the course of 5 years (ending September 2025) with a possibility of extension, and aims to improve the livelihoods of residents of target communities through upgrade of existing assets, training, technical assistance, infrastructure rehabilitation, and marketing. The PSL goal is to sustain the livelihoods of targeted communities across 7 clusters joining 134 communities in the North, Bekaa, Baalback El-Hermel, South and Mount Lebanon areas (first phase). 

 

Duties & Responsibilities

The Livelihoods Manager will report directly to the Chief of Party (COP) and work closely with the rest of the team to ensure smooth implementation of PSL activities and overcome challenges. Next are his/her duties and responsibilities:

  • Lead technical programming of PSL in close coordination with COP.
  • Manage livelihood coordinator, operation managers and field coordinators; provide them with relevant tasks as per their job descriptions, monitor their LOE; and, provide guidance to improve performance, whenever needed.
  • Review operation managers and field coordinators’ mileage sheets, annual leaves and other requests, and provide approvals/disapprovals accordingly.
  • Develop selection criteria to identify clusters to be targeted under PSL.
  • Lead/develop mapping process and select clusters to be targeted against criteria.
  • Lead clusters assessment in close coordination with RMF/PSL partners and develop advanced assessment reports, and propose potential interventions concept notes. 
  • Support PSL Grants Department with the technical proposal of the community grants.
  • Lead implementation of interventions as per approved grant packages by USAID including preparation of Purchase Requests for construction and/or equipment, draft RFPs/RFQs, undertake technical review of offers, review and approve selections, review contractors’/suppliers payments as per contracts/POs and provide associated recommendation to procurement department and others.
  • Ensure compliance with RMF and USAID Architecture & Engineering requirements on construction activities and undertake all communications with USAID/Architecture & Engineering.
  • Ensure proper implementation of works on site as per approved BOQs and delivery of equipment as per approved specifications, and as per approved timelines and in close coordination with the Operation Managers and PSL consultants.
  • Ensure interventions are being implemented in compliance with approved ERACs/EMMPs/PERSUAP in close coordination with PSL Environmental officer, and ensure collection of environmental checklists is being done on a timely manner and as per requirements.
  • Ensure commissioning and operations of interventions and ensure that reporting is being done in a timely manner for the M&E Department.
  • Hold weekly meetings with PSL team to ensure implementation of interventions is being done with approved work plans, and discuss challenges and other topics.
  • Draft PSL annual plans as per PSL Cooperative Agreement requirements.
  • Develop PSL progress reports (bi-annual) as per PSL CA requirements.
  • Coordinate with other donor agencies and other USAID partners implementing similar or complementary projects in same targeted areas.
  • Conduct field visits to PSL offices or areas where interventions are being implemented.
  • Propose technical programing recommendations based on a CLA approach, when needed.
  • Other tasks as assigned by COP.

 

Minimum Qualifications:

  • At least five years of experience working in senior management positions.
  • Bachelor’s degree plus five years of experience or master’s plus two years of experience.
  • Experience working in livelihoods, or similar development programs in Lebanon.
  • Advanced reporting, communication and interpersonal skills. 
  • Professional proficiency in English and Arabic required.
  • Demonstrated capacity to work effectively with teams.
  • Ability to identify alternative solutions in solving complex problems.
  • Ability to prepare presentations and reports.
  • Willingness to work and travel in all project areas.

Note. This is a key personnel position with Rate and Qualifications subject to USAID approval.
