Overview

CARE International plays a vital role in advancing gender equality and empowering women and girls around the world. As a global humanitarian organization, CARE recognizes that addressing gender disparities is essential for achieving sustainable development and eradicating poverty. CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation, and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender, and protection. CARE intends to maintain its presence in all areas of Lebanon.

Project Context

The project endeavors to comprehensively uplift vulnerable smallholder farmers, with a particular emphasis on empowering women. Through three key outputs, it aims to rejuvenate livelihoods, enhance access to resources, and promote sustainable agricultural practices:

Restoration of Livelihoods: The project focuses on rejuvenating the livelihoods of vulnerable smallholder farmers, including women. This is achieved by distributing vouchers for the acquisition of crucial agricultural inputs and livestock feed.

 

Access and Control Over Livelihoods: To further strengthen access to and control over livelihoods and food security, the initiative provides productive assets for integrated homestead farming and supports related agri-food processing enterprises.

Sustainable Agriculture and Women's Involvement: The project actively promotes local production of organic fertilizers and environmentally friendly fodder crops. An essential aspect involves encouraging the active participation of women in the production, processing, and utilization of these organic fertilizers and fodder crops.

In essence, the project is designed not only to address immediate challenges faced by vulnerable smallholder farmers but also to foster sustainable agricultural practices while empowering women throughout the entire agricultural value chain. Through these integrated efforts, the initiative seeks to create lasting positive impacts on the economic and food security status of the targeted communities.

 

Purpose of consultancy

CARE International in Lebanon is looking to hire an individual consultant to support in executing the gender strategy formulated during the project's inception to establish a strategic framework guiding project management and the comprehensive execution of activities, monitoring, evaluation processes, and reporting. The primary objective is to address prevailing gender inequalities within the project beneficiaries and communities, introducing transformative methods to effectively address the underlying causes of these disparities. All of this is to be accomplished while ensuring the attainment of the project's objectives.

The consultant is responsible for mainstreaming gender across an agricultural/ Food security project through reviewing and advancing gender in technical and Needs assessments, TORs, gender curriculum, gender transformative approaches, Post distribution monitoring (PDMs), Socio economic baseline and endline surveys, Capacity needs assessment for trainings, technical trainings material, language and delivery modalities to be gender sensitive, Reports, in addition to Supporting in monitoring Gender sensitive GRM mechanism, Developing gender sensitive guidelines, Ensure integration of gender equality and women empowerment aspects and identify women’s and men’s roles, needs and priorities in assessment. The consultant will develop gender mainstreaming guidelines and support in gender analysis to identify priority beneficiaries.

Consultant Profile

  • At least 5 years of relevant experience, especially with NGOs and/or academic organizations, focused on gender in Lebanon.
  • Master’s degree in Gender Studies, Political Science, Development Studies, or any related discipline.
  • Demonstrated solid understanding of gender issues in Lebanon and as they relate to the current context.
  • Preferably experience in Gender mainstreaming in agriculture and food Security Sector in Lebanon.

Competencies

  • Experience in designing, implementing, or evaluating gender programming in Lebanon.
  • Experience in mainstreaming Gender in TORs, Material, Trainings etc.  
  • Demonstrated skills and experience in conducting gender analyses or research around gender, women’s rights, GBV or related subjects.
  • Demonstrated skills and experience in conducting qualitative research around gender issues in Lebanon.
  • Demonstrated skills and experience in designing and implementing participatory data collection exercises.
  • Excellent communication and writing skills.
  • Fluency in English and Arabic.
