With funding from the European Union (EU), the International Labour Organization (ILO) is implementing Enable programme focusing on providing livelihoods opportunities to enhance the economic capacity of the most vulnerable and marginalized communities residing in targeted areas. The programme will provide integrated employment services and short‐term employment opportunities, which will reduce dependency on social assistance for the extremely poor and vulnerable, contributing towards social cohesion.
This Terms of Reference document serves to describe a Conflict Sensitive Communication and Media Consultancy assignment in the framework of the WE’AM project. Oxfam is seeking to contract a videographer who can take on the production of different videos under WE’AM project for its entire remaining duration. The videographer is expected to produce a total of 6 videography packages, divided based on different thematic elements and milestones mutually agreed on with the project team.

Purpose and Objectives
Oxfam [and on behalf of the WE’AM Consortium] is seeking to hire a Branding Consultant to produce a visual identity to be used across the different project deliverables, by all Consortium partners and throughout the entire timeline of the project.
The proposed visual identity should be applicable to all communication and visibility elements that the Consortium is aiming to produce throughout the timeline of the project.
As part of the project design, the Consortium partners plan to complete 12 area-specific Conflict Mappings that serve the development and rolling out of the approaches and tools that contribute to addressing conflict drivers, tackling root causes of tension, minimising the negative impact of the social instability in Lebanon, and maximising the positive effects of WE’AM’s interventions on the dynamics, relationships, and power influence of various groups
