Project Manager

Project Title: SABAH – Supporting SDCs in Akkar, Baalbeck-el Hermel, and North Lebanon

Duty Station: Beirut, with frequent travel to Akkar, Baalbeck-el Hermel, and North Lebanon

Contract Duration: 18 months

Reports to: Head of Mission – COOPI Lebanon

Background:

The SABAH project, funded by AICS under the EU4L – ELISSA initiative, aims to strengthen the capacity of Social Development Centers (SDCs) in 10 municipalities across Lebanon to provide integrated health, social, and economic services. The project supports local governance, community outreach, referrals, and vocational training (VT).

Purpose of the Role:

The Project Manager is responsible for the overall planning, implementation, coordination, monitoring, and reporting of the SABAH project. The role ensures timely and high-quality delivery of project activities and manages relationships with local stakeholders, especially the Ministry of Social Affairs (MoSA) and the targeted SDCs.

Key Responsibilities:

1. Project Planning and Implementation

• Lead the execution of all project activities as outlined in the project work plan (P1–P4, A1.1–A2.2).
• Coordinate the kick-off meeting and follow-up workshops for SDCs.
• Ensure procurement, logistical arrangements, and operational setup for SDC support are in place.
• Oversee household visits, community outreach, vocational training, and referral systems.

2. Coordination and Stakeholder Management

• Act as the focal point for coordination with MoSA, SDCs, local municipalities, and implementing partners.
• Ensure consistent participation in MoSA-led coordination platforms and represent COOPI at relevant meetings.
• Facilitate communication among field teams, technical specialists, and the Head of Mission.

3. Staff Management and Capacity Building

• Supervise and support project staff including outreach officers, training coordinators, and SDC support personnel.
• Oversee the development and delivery of capacity-building sessions and action plans for SDCs.
• Monitor staff performance and ensure adherence to project timelines and quality standards.

4. Monitoring, Evaluation, and Reporting

• Ensure regular monitoring of activities in line with COOPI’s MEAL framework.
• Prepare internal and donor reports, success stories, and visibility materials as required.
• Support in gathering data from field teams and verify the accuracy of monitoring tools used by SDCs.

5. Budget and Compliance

• Monitor project budget expenditures with support from the finance officer.
• Ensure adherence to donor guidelines (AICS/EU) and COOPI procedures regarding procurement, HR, and reporting.
• Support in audits and evaluations requested by donors or COOPI HQ.

Qualifications and Experience:

• Master’s degree in social sciences, development studies, public health, or related field.
• At least 5 years of experience in project management within humanitarian/development sectors.
• Proven experience working with local government institutions, especially MoSA or SDCs.
• Strong knowledge of EU-funded project cycles, reporting, and compliance.
• Fluency in English and Arabic (written and spoken); French is an asset.
• Excellent leadership, communication, and organizational skills.

Desirable Attributes:

• Experience in managing multidisciplinary teams across different locations.
• Understanding of Lebanon’s socio-political context and challenges facing vulnerable communities.
• Experience in vocational training, community outreach, or health/social services is highly desirable.
