TERMS OF REFERENCE (TOR) – COMMUNITY MOBILIZER

Position Title: Community Mobilizer

Location: Beirut, Lebanon (Bourj Hammoud and Sin el Fil Municipalities)

Project: JOB: Joining Opportunities for Bourj Hammoud and Sin el Fil Infrastructure Requalification

Duration:2 months (with potential extension)

Reporting to: Project Manager

Organizational Unit: COOPI – CooperazioneInternazionale

Salary: $1400


I. BACKGROUND

COOPI is implementing the “JOB: Joining Opportunities for Bourj Hammoud and Sin el Fil Infrastructure Requalification” project, funded by ILO. The project aims to enhance employment opportunities, improve social services, maintain clean streets, and ensure efficient stormwater drainage in the targeted municipalities. It follows a Cash-for-Work (CfW) approach, ensuring that beneficiaries from Lebanese and Syrian communities gain access to income-generating opportunities.

To support the implementation of the project, COOPI seeks to recruit Community Mobilizers who will be responsible for outreach activities, beneficiary selection, training facilitation, and supervision of project activities in the field.


II. OBJECTIVES OF THE POSITION

The Community Mobilizer will play a crucial role in engaging with local communities, disseminating project information, mobilizing beneficiaries, and ensuring effective participation in project activities and administrative tasks. The position requires close coordination with municipal authorities, Social Development Centers (SDCs), and local stakeholders.


III. DUTIES AND RESPONSIBILITIES

The Community Mobilizer will perform the following key tasks:

1. Community Engagement & Beneficiary Outreach

  • Conduct community outreach to inform residents about the project objectives, selection criteria, and available opportunities.
  • Disseminate information regarding employment opportunities through flyers, social media, and door-to-door outreach.
  • Support the establishment of a referral system to link Lebanese and Syrian workers to job opportunities and social services.

2. Beneficiary Identification & Selection

  • Support the registration process, including data collection and documentation of applicants.
  • Ensure transparency and accountability in the selection process in collaboration with municipalities and SDCs.
  • Maintain accurate records of beneficiaries and their participation in project activities.

3. Training Facilitation

  • Support the implementation of employability and coaching sessions for project beneficiaries.
  • Work closely with trainers to ensure high-quality training delivery.
  • Maintain accurate records of beneficiaries’ training attendance, pre post evaluations and absence follow up.

4. Supervision & Monitoring

  • Conduct daily and routine field visits to closely monitor beneficiary attendance, participation, and engagement.
  • Oversee the implementation of project activities, including tree trimming, street sweeping and drainage cleaning
  • Ensure compliance with health and safety measures for all workers.
  • Report on progress, challenges, and incidents to the Project Manager.

5. Administrative Task

  • Perform administrative duties, including preparing reports, maintaining records, and ensuring documentation of project activities.

IV. REQUIRED QUALIFICATIONS & EXPERIENCE

Education:

  • Bachelor’s degree in Social Work, Community Development, Public Administration, or a related field experience.

Experience:

  • Minimum of 1 year of experience in community mobilization, social work, or a similar field.
  • Experience working with NGOs, INGOs, or local organizations in Lebanon.
  • Familiarity with livelihood programs is an asset.

Skills & Competencies:

  • Strong interpersonal and communication skills.
  • Ability to work effectively with diverse communities, including vulnerable populations.
  • Proficiency in Arabic and English (spoken and written).
  • Good organizational and data management skills.
  • Ability to facilitate training and awareness sessions and engage with beneficiaries.
  • Knowledge of Microsoft Office (Word, Excel, PowerPoint) and digital communication tools.

V. WORKING CONDITIONS

  • The position is based in Beirut, with work on the field (66%) and at the office (33%).
  • The Community Mobilizer will work under the supervision of the Project Manager and in coordination with other field staff.
  • Work may require flexible hours, including occasional weekends, to accommodate community schedules.
