Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.

Mission:

Under the line management of the Consortium Manager (CM), the Shelter Team Leader (Sh. TL) will coordinate a team of Construction Officers, in order to ensure the implementation of SI consortial activities. In doing that, he/she will also coordinate with the Protection and Community Engagement Team Leader (P&CE TL) to ensure the harmonization of said activities with consortium partners; as well as to fit them within the engagement and mobilization of targeted communities around SI interventions.

Job Discription:

Team management:

  • Manage the construction officers responsible for supervising interventions for minor shelter maintenance/repair

Referrals follow-up:

  • In coordination with MEAL department, be responsible to follow-up online referrals, send to concerned teams and daily update of referrals status.

Liaison with consortium partners and activity harmonization:

  • Under supervision of Consortium Manager (CM) and together with Protection & Community Engagement  Team Leader (P&CE TL), coordinate with consortium partners to ensure that necessary information flow from Protection partners to his/her Department
  • Under supervision of CM, coordinate with P&CE TL to ensure the necessary connection and Protection mainstreaming within SI activities
  • Support P&CE TL in maintaining and feeding a communication network among partners to ensure the regular flow of information, conducive to efficient monitoring and external and internal reporting and follow up

Setting up the activities /control and supervision

  • Participate in the design of hard and soft implementation tools
  • Participate in the design and upgrade of shelter kits and W&S technical guideline
  • Follow-up the work of the construction supervisor on the work sites from technical assessment to the completion of the work
  • Plan the weekly activities for his/her team and have them approved by his/her activity manager
  • Organize and carry out, with his/her team, the tasks assigned by his/her activity manager
  • Ensure that standards and instructions given by his/her activity Manager, as well as SI procedures, are followed
  • Respect schedules and deadlines agreed upon with his/her activity Manager
  • Report back any problems and constraints encountered during the course of the activities and suggest operational solutions
  • Train his/her team members to use and maintain the available tools correctly
  • Ensure that all paper work procedure is followed in respect to SOL and national standards.
  • Regular check for all hard files to ensure that all are properly filled and archived.
  • Ensure that all data are updated and files are cleaned with all the requirements
  • Participate in the contractor selection to ensure that procedures and rules are respected

 

Logistics and Administration

  • Ensure that security procedures are followed by members of his/her team
  • Monitor the quality and quantity of material delivered to working sites
  • Ensure the receipt and storage of material and equipment necessary for his/her work to be carried out on site
  • Carry on a performance appraisal on a regular basis for the team members under his/her supervision
  • Plan tool and material needs (request from the stock)
  • Anticipate administrative issues (requests in advance)
  • Anticipate logistics issues (transport, communication means...)

 

Reporting / communication

  • Keep his/her monitoring tools and files archived in the Solidarités office, accessible to the CM
  • Draw up and submit a weekly task report (which should include progress made by the team) to the CM
  • Take part in the drafting of the monthly program pack
  • Establish and maintain good relations with local participants and communities (populations) in the operational fields
  • Listen to the populations and local participants in the field and report to his/her project manager any non-technical or safety-related issues which could affect the activities or safety of Solidarités International teams
  • Organize and participate in the bi-weekly coordination meetings with the identification team
  • Follow-up referrals from the hotline or other departments and make sure that feedbacks are provided

 

The team leader may be asked to drive SOL cars and respecting the driving policies set by the logistic department and attached to this document.
