POSITION SUMMARY

Anera is implementing a WaSH and Shelter Rehabilitation Program in the aftermath of the 2024 cross-border conflict in Lebanon. The Technical Engineer is responsible for supervising the assessment, planning, and rehabilitation of shelter and WaSH facilities. This role involves conducting assessments, verifying assessments conducted by 3rd-party service providers, managing on-site construction activities, and ensuring compliance with safety and quality standards. The engineer will coordinate with local authorities, stakeholders, and communities, monitor project progress, and provide technical expertise to ensure timely and effective implementation. A strong background in engineering, experience in humanitarian operations, and effective communication skills are essential for success in this position.

KEY RESPONSIBILITIES

General Duties:

• Ensuring that Anera rehabilitation projects are implemented in accordance with Anera, donor and the sector minimum standards 
• Ensuring that specifications, bills of quantities and drawings are produced in a technically sound and standardised manner 
• Share updated expenses, work orders, BOQs regularly with the PM for approval and to monitor expenditure. 
• Monitor contractors’ deliverables, expenditure and financial compliance in accordance with engineering standards, market values, approved BoQs and budgets, and share feedback, findings and incidents with the Program Manager
• Prepare weekly progress reports that will highlight any delays, changes or challenges,

Shelter & WaSH Assessments & Implementation:

• Conduct basic assessments of collective shelters, focusing on WaSH needs, structural integrity, and safety requirements.
• Supervise and verify assessments conducted by 3rd-party consultants,
• Identify urgent WaSH and infrastructure needs, develop tailored solutions, and prioritize activities to ensure critical standards are met.
• Oversee construction and rehabilitation of WaSH facilities, including water tanks, sanitation facilities, plumbing, and drainage systems, ensuring adherence to safety and quality standards.
• Prepare detailed Bills of Quantities (BoQs), tender documents, project plans, and ensure compliance with regulatory and organizational requirements.
• Validate terms of reference, technical drawings, and BoQ specifications for infrastructure projects.

Monitoring and Supervision:

• Conduct regular field visits to monitor project progress, ensuring adherence to timelines, technical specifications, and quality standards.
• Document progress, challenges, and solutions, providing regular updates and comprehensive reports to the Project Manager.
• Lead project condition assessments and evaluations, identifying problems and proposing alternatives.
• Monitor field operations to ensure timely delivery and compliance with specifications.

Stakeholder & Community Coordination:

• Coordinate works with local authorities, targeted municipalities, unions of municipalities, and Water Establishment.
• Represent the organization in coordination meetings and task force groups as needed.

Additional Duties:

• Support the competitive tender / bidding process in close coordination with Anera’s procurement department
• Perform other tasks as directed by the Project Manager, including technical support, community outreach, training local staff on WaSH facility maintenance.
• Support community engagement initiatives, encouraging beneficiary participation in shelter and WaSH improvement efforts.

QUALIFICATIONS:

• Bachelor’s degree or postgraduate diploma in Civil or Mechanical Engineering preferably with a specialization in WaSH and shelter rehabilitation.
• 4 or more years of experience in WaSH infrastructure, shelter rehabilitation, and construction activities in humanitarian settings.
• Proven experience in implementing WaSH improvements, coordinating shelter upgrades, and managing on-site construction activities.
• Previous experience with NGO/INGO operations and emergency shelter/WaSH standards is a plus
• Proficient in preparing BoQs, tender documents, technical reports, and using relevant software (AutoCAD, MS Office).
• Knowledge of best practices in WaSH, and emergency shelter standards,
• Strong skills in essential construction projects (Civil, Electrical, Mechanical).
• Authorized to work in Lebanon (registered in the Order of Engineers)
