Job Description
Position Title: MEAL Officer
Purpose of the Role:
The MEAL Officer is responsible for the development, implementation, and coordination of COOPI Lebanon’s Monitoring, Evaluation, Accountability, and Learning systems across all projects and programs. The role aims to ensure data-driven decision-making, promote accountability to beneficiaries and donors, and facilitate learning and improvement within the organization.
Key Responsibilities:
Monitoring and Evaluation:
- Develop and maintain a comprehensive MEAL framework for all ongoing and future projects.
- Design and implement tools and systems to monitor project activities, outputs, outcomes, and impact.
- Lead on baseline, midline, and endline surveys, ensuring the collection of high-quality data.
- Conduct regular field visits to monitor project activities and ensure compliance with donor requirements and organizational standards.
- Analyze data and provide actionable recommendations to program teams for course correction and improvement.
Accountability:
- Establish and manage effective feedback and complaint mechanisms for beneficiaries.
- Ensure that the organization’s accountability systems comply with COOPI’s policies and international humanitarian standards.
- Promote a culture of accountability within the organization by training staff and ensuring adherence to accountability frameworks.
Learning:
- Facilitate periodic learning reviews, workshops, and after-action reviews to capture lessons learned and best practices.
- Ensure that learning from projects is documented, disseminated, and integrated into future program design and implementation.
- Develop knowledge management systems to track program performance and learning outcomes.
Reporting:
- Prepare high-quality MEAL reports, including findings, challenges, and recommendations, for internal and external stakeholders.
- Provide MEAL inputs for donor proposals and reports, ensuring alignment with donor requirements and expectations.
- Support program teams in meeting internal and external reporting deadlines.
Capacity Building:
- Build the capacity of program staff, partners, and stakeholders in MEAL systems, tools, and methodologies.
- Provide technical guidance and training to ensure the effective implementation of MEAL frameworks.
Required Qualifications:
Education:
- Bachelor’s degree in social sciences, statistics, development studies, or a related field. Master’s degree preferred.
Experience:
- Minimum of 3 years of professional experience in MEAL roles within the humanitarian or development sector.
- Experience in designing and implementing MEAL systems for multi-sectoral projects.
- Proven track record in data analysis, visualization, and reporting.
Skills:
- Strong proficiency in quantitative and qualitative research methodologies.
- Proficiency in data analysis tools such as SPSS, R, Stata, or advanced Excel.
- Familiarity with mobile data collection platforms (e.g., Kobo Toolbox, Commcare).
- Excellent communication and presentation skills.
- Strong report-writing skills in English.
- Ability to work independently and collaboratively in a dynamic environment.
