The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing its project Strengthening the Resilience of Smallholder Farmers, Micro-Small and Medium Enterprises (MSME) and Local Communities (ACE) in Lebanon. As part of this project GIZ intends to award a contract for Design, Construction, and Advisory Services for the Sustainable Operation of Greenhouse Systems at Mount Lebanon, Hasbaya, Beqaa, and Baalbeck areas. The scope of work includes:

1. Design, supply, and installation of Standard Chappelle greenhouses tailored to vegetable production, adapted to the climatic and agricultural conditions of Lebanon, ensuring durability and energy efficiency.
2. Provision and installation of irrigation systems including drip irrigation and water-efficient technologies for the greenhouses
3. Technical training for farmers on greenhouse management and maintenance, focusing on sustainable practices and increasing productivity.
4. Implementation of solar-powered systems for water supply of the irrigation system (solar pumping), heating, or ventilation to enhance energy efficiency.
5. Design, supply, and installation of greenhouses incorporating advanced designs (multi-span, tunnel, etc.) and smart greenhouse technologies (modern materials, advanced irrigation, renewable energy integration, automated climate control, humidity sensors, and energy-efficient materials)

The tender procedure from invitation to tender until signing of contract is expected to take place between February and April 2025. Implementation services and construction work are expected to be performed and completed approximately within 3-6 months from signing of contract.

To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment:

1. Official letter expressing interest
2. Copy of company registration certificate
3. Filled EOI Questionnaire (A12) with the following information:

a. Company details, including full company name, full address, phone and email

b. Annual total turnover for each of the last five (5) years

c. Company profile, including the total number of employees, categorized as permanent or temporary, along with the number of professional staff qualified to perform the required tasks. Provide details on their fields of expertise and qualifications, covering data for each of the last three (3) years. The profile should clearly distinguish between the following 2 teams:

i. Engineering Team, experienced in: designing greenhouses and integrated systems, including HVAC, renewable energy, irrigation, and structural design, to optimize performance and sustainability.

ii. Implementation Team, experienced in:

1. greenhouse construction projects, including site supervision, construction works, and hands-on labor, ensuring timely and high-quality project delivery.

2. Providing training to greenhouse end-users and farmers on safety, equipment handling, and maintaining quality standards.

3. Offer operation and maintenance services to ensure the longevity and proper functioning of greenhouse systems.

d. Three (3) to five (5) reference projects of a similar nature to the specified scope of work, completed within the last five (5) years.

e. List of equipment and machinery, along with their specifications, required to execute the works.

      4. Official financial statements as evidence of the annual total turnover for each of the last five (5) years.

     5. Reference letters or supporting evidence for all projects listed in the EOI questionnaire. Each reference letter or evidence must include details matching those provided in the questionnaire, such as the project title, description, client, and the value of works completed.
