The Emergency Field Engineer is responsible for assessing, planning, and executing the rehabilitation of collective shelters in North Lebanon, with a focus on WASH (Water, Sanitation, and Hygiene) facilities to provide safe, hygienic, and dignified living conditions for displaced populations. In addition to rehabilitation, the Field Engineer will support the distribution of Core Relief Items (CRIs) as needed. This role is crucial to maintaining emergency shelter standards, ensuring rapid response to infrastructure needs, and closely collaborating with local authorities and stakeholders.
Key Responsibilities:
- Shelter & WASH Assessments:
- Conduct comprehensive assessments of collective shelters, with a focus on WASH needs, structural integrity, and safety requirements.
- Identify urgent WASH and infrastructure needs, develop tailored solutions for improvements, and prioritize activities to ensure critical standards are met.
- Construction & Rehabilitation Oversight:
- Oversee construction and rehabilitation of WASH facilities, including repairs or installations of water tanks, sanitation facilities, plumbing, and drainage systems, ensuring they adhere to safety and quality standards.
- Prepare detailed Bills of Quantities (BoQs), tender documents, and project plans for WASH and shelter rehabilitation activities, ensuring all documentation complies with regulatory and organizational requirements.
- Support in Core Relief Item (CRI) Distribution:
- Collaborate with logistics teams in planning and executing the distribution of essential CRIs (e.g., hygiene kits, mattresses, blankets) for IDPs within collective shelters.
- Coordinate on-site logistics, ensuring equitable access to CRIs and addressing specific WASH-related needs in CRI distribution (e.g., hygiene items).
- Ensure CRI distributions are conducted with respect to beneficiaries’ dignity, safety, and cultural sensitivities.
- Stakeholder & Community Coordination:
- Engage and coordinate with local authorities, DRM representatives, community leaders, and other relevant stakeholders to secure project approvals, validate shelter and WASH needs, and ensure alignment with local regulations.
- Represent the organization in coordination meetings, advocating for critical WASH and shelter needs of displaced communities, and integrating activities with other emergency response efforts.
- Monitoring, Quality Control, & Reporting:
- Conduct regular field visits to monitor rehabilitation and WASH installations, ensuring adherence to project timelines, technical specifications, and quality standards.
- Document progress, challenges, and solutions, providing regular updates and comprehensive reports to the Project Manager.
- Identify risks and constraints to WASH and shelter rehabilitation and propose risk mitigation strategies as necessary.
- Additional Duties:
- Perform other tasks as directed by the Project Manager, which may include technical support, assisting with community outreach, training local staff on maintenance of WASH facilities, and collaborating on CRI distribution activities.
- Support community engagement initiatives, encouraging beneficiary participation in shelter and WASH improvement efforts.
Qualifications:
- Education:
- Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related field with a focus on WASH and shelter rehabilitation.
- Experience:
- Minimum of 3 years of experience in WASH infrastructure and shelter rehabilitation in emergency or humanitarian settings.
- Proven experience in implementing WASH improvements, coordinating shelter upgrades, and managing on-site construction activities.
- Experience with NGO/INGO humanitarian operations and understanding of emergency shelter/WASH standards.
- Previous experience in CRI distributions is an asset.
- Technical Skills:
- Proficient in preparing BoQs, tender documents, and technical reports, with a strong command of AutoCAD, MS Office, and other relevant software.
- Knowledge of best practices in WASH, emergency shelter standards, and CRI distribution protocols.
- Licenses & Certifications:
- Valid driver’s license is required, as frequent travel to field sites is essential.
- Personal Attributes:
- Lebanese nationality required.
- Strong problem-solving and organizational skills with the ability to adapt to rapidly changing environments.
- Effective communication and negotiation skills for coordinating with local stakeholders, contractors, and beneficiaries.
- Willingness to work in field-based, challenging settings and a commitment to supporting vulnerable populations.
- Fluency in Arabic and English (both written and spoken).
This role is integral to providing safe, sanitary, and supportive shelter environments for IDPs, with a strong focus on rehabilitating essential WASH facilities and ensuring swift, effective responses to critical needs.
