Based in the Beqaa and under the direct supervision of the WASH Project Engineer, the WASH Technician’s role is to implement technical work activities in the field and assist in field assessments and design. In addition, the WASH Technician will train the WASH Committees on the technical maintenance and operation of the existing WASH facilities on-site. The incumbent will be responsible for the field implementation of WASH infrastructure activities, along with all related deliverables. S/he will oversee contractors' work and lead a team of daily workers in the event of an emergency, ensuring the provision of water, sanitation, and hygiene services, as well as delivering awareness-raising initiatives, including NFI distribution.

WASH Infrastructure Implementation:

• Monitor the project sites to ensure adherence to safety standards, building codes, and specifications, and conduct technical work and maintenance in the field as needed.
• Measure dimensions and verify the level, alignment, and elevation of structures and fixtures to ensure compliance with the design, building plans, and codes.
• Monitor the installation of plumbing, wiring, equipment, and appliances to ensure that installation is performed properly and complies with applicable regulations.
• Assist in the inspection, sampling, and/or testing of construction materials, structures, fixtures, and systems.
• Carry, set up, and operate all equipment and survey-related tools for assessment, monitoring, maintenance, and evaluation purposes.
• Maintain daily logs and supplement inspection records with photographs, marking layout drawings as necessary.
• Perform general maintenance on equipment, including the calibration of instruments and inventory counts of all WASH items.
• In collaboration with the Project Officer and Project Engineer, prepare and conduct hands-on training sessions that include maintenance methodologies for WASH committees.
• Under the supervision and guidance of the WASH Project Engineer, establish weekly/monthly plans for all site activities.
• Collect Means of Verification (MoVs), validate them carefully, and submit them for review and archiving.
• Observe daily workers' work hours, collect attendance sheets, validate them carefully, and submit them for review, archiving, and payment processing.
• Develop and maintain a close working relationship with site leaders and representatives to ensure adequate attention and ownership of tasks related to WASH services in the Informal Settlement (IS) and other refugee habitats.
• Respond to any emergency at any time, as directed by the direct supervisor.

Support, Coordination and Reporting

• Support the engineering unit in finalizing the designs by providing the necessary information from a practical and technical perspective.
• Maintain regular tracking of referrals and responses, including close and timely follow-up at the field level, and report case situations to the Project Engineer.
• Provide daily and weekly reports to the Project Engineer on conducted activities to ensure that assessed needs are effectively responded to.
• Share lessons learned with the Project Engineer and team members.

Perform other duties as required

• Abide by security procedures and policies and report any breaches.

• Attend and participate in capacity-building training sessions.
• Attend and participate in WVL’s spiritual nurture and other organizational events.
• Take responsibility for personal security and actively contribute to a positive security culture.
• Report child protection incidents according to the safeguarding policy guidelines.
• Abide by security policies and procedures and report any incidents or breaches to the line manager and/or security manager.
• Perform other duties as assigned by the line manager.

Minimum Requirements:

• 2 years of experience in an infrastructure project with proven awareness and application of technical details needed to get the work done.
• 2 years of experience working in the WASH sector in Informal Settlements within NGOs field.
• Experience in the construction of water supply, sanitation, roads, drainage, and housing.
• Experience in plumbing work.
• Previous experience working in refugee camps.
• Technical Diploma in Construction Works or 3 years of experience as a Technician or Technical Supervisor in the construction field
• Working knowledge of providing WASH Services such as water trucking, desludging, dewatering, NFIs distribution, and emergency response.
• Knowledge of basic arithmetic.‎
• Knowledge of the practices and materials used in basic engineering work.‎
• Ability to comprehend and carry out oral and written instructions.‎
• Ability to use and maintain equipment.‎
• Ability to maintain records and prepare simple reports.‎
