Job Purpose:S/he will work on will support the shelter social officer in facilitating the identification of the most vulnerable beneficiaries for shelter intervention and support them to safeguard their occupancy in these shelters and access nearby services. The role includes supporting the identification of people in need of shelter assistance, supporting the Social Officers on the implementation of Cash for Rent, Emergency Cash Assistance, relocation of families in shared shelters and emergency temporary shelters, awareness raising on Housing, Land and Property rights (HLP), negotiation and signature of Occupancy agreement between Landlord and families, capacity building of resident committees at collective shelter level, assessment of received referrals on RAIS.

Main duties & Responsibilities:

Programme Implementation
 Support the Social Officers in the identification and assessment of people at risk with high/severe socio-economic vulnerability and with a focus on Female Headed Households and People with Specific Needs within Concern’s area of intervention to be eligible for Cash for Rent and shelter rehabilitation
 Assess and assist beneficiaries for emergency cash assistance (ECA)
 Assess and assist beneficiaries for relocation to unoccupied shelters and emergency temporary shelters
 Assess beneficiaries for Core Relief Items (CRIs) needs and conduct the necessary requests and distributions
 Develop weekly, monthly and quarterly work plans and ensure that these are implemented
 Provide guidance to ensure that refugees and stakeholders understand their entitlements and agree to written tenure agreements
 Support the monitoring of beneficiaries holding Occupancy Agreements secured by Concern at a minimum of 1,3 and 6 months after the start of the agreement
 Awareness raising of Housing, Land and Property rights of refugees, when engaging with building owners, local authorities, and the households.
 Support the Community Mobilization staff in implementing the awareness raising activities, including mass events, to target gaps in hygiene, MHM, water conservation etc.

Support to Project Monitoring, Evaluation, Accountability, and Learning (MEAL)
 Ensure inclusion of people with specific needs and minorities in the project activities
 Ensure that CRM (Complaints & Response Mechanism) is rolled out and functional
 Ensure daily record of attendance per activity and ensure that the data collected is accurate Collect, store and maintain data in line with agreed procedures for data protection
 Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E),
 Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcome and addressed,
 Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour disseminated among programme participants and communities.

Reporting and Information Management
 Support on case identification within target populations and subsequent referral for service provision (health, education, legal assistance, livelihoods, WASH, etc.).
 Support the Shelter Social Officers in the tracking of the Shelter referrals through RAIS and in coordination with the other Concern department.
 Identification of beneficiaries requiring other services and full follow up of referral to other services, especially for beneficiaries residing in unoccupied and transitionary shelters.
 Follow up on incoming referrals to the shelter team including assessment and response.
 Follow up on outgoing referrals from the Shelter team
Other:
 Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the organisation.
 Be aware of, understand and comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management etc).
 Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
 Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern’s Code of Conduct;
 Support the promotion of the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to the team and the beneficiaries, and be committed to providing a safe working environment;
 Respect confidentiality and follow ethical guidelines

Person Specification:

Educational Requirement:
 Bachelor’s degree in civil / structural/ transportation / architectural / geotechnical / construction engineering
 Or, Bachelor’s degree in law
 Or, Bachelor’s degree in social work or similar
Experience Requirement:
 Minimum of 1 years of experience in shelter social activities at humanitarian organizations
 Former experience in identification & assessment of beneficiaries
 Experience in working in shelter social activities to identify shelter needs, including household assessments, cash for rent assessment, & emergency cash assistance need assessment

 Proven experience with rental agreements
 Former experience in contract negotiation
 Knowledge of referral provisions
Other skills:
 Good English & Fluent Arabic languages
 Microsoft excel & word intervmediate to basic skills
 Experience in working with vulnerable populations
 Strong commitment to ensuring the protection of refugees and minority groups
 Strong negotiation and mediation skills and ability to work independently
 Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders
 Experience in conducting surveys, managing data and statistics
 Sense of security management and willingness to follow security guidelines and regulations
 Great and constructive communication skills;
 Commitment to humanitarian principles and values; upholds Concern Code of Conduct and Associated Policies and understands the importance of working with local organizations;
 Keeps a positive and constructive attitude to getting the job done;
 Maintains confidentiality where necessary or appropriate;
 Prioritizes, reviews priorities and manages multiple priorities to tight deadlines where required
