The responsibilities of the Hydraulic Engineer Consultant include, but not limited to, the following activities: 

Studies, Information and Reporting (40%) 

  • Collect data of existing water sources, transmission lines, pumping stations and local reservoirs for all the localities served by Chtoura section. 
  • Develop water balance table for all the served localities under Chtoura section and identify any gap in water sources. 
  • Lead surveying and assessment of existing water schemes directly through ground-truthing available data, measuring hydraulic values, and building/calibrating models. 
  • Guide and facilitate the technicians and skilled workers in conducting network tapping and leak detection campaigns. 
  • Collect findings in Geographic Information Systems in accordance with established Standard Operating Procedures. 
  • Design water networks and prepare drawings, bills of quantities and cost estimation for rehabilitation and upgrade works, revised by NRC technical team 
  • Produce weekly, monthly, quarterly, and yearly reports extensively documenting and analysing progress, plans, achievements, and challenges, and make recommendations. 
  • Provide the needed information for the progress and donor reports, based on NRC indicators for activities.  

 

Activities Implementation (30%) 

  • Lead the design and implementation of rehabilitation and upgrade works recommended with the collaboration of the WASH CSP Team Leader, revised by NRC technical team, and approved by the WASH Project Manager and BWE. 
  • Support the head of office in planning fieldwork and coordinating with other departments of BWE. 
  • Supervise maintenance works implemented by technicians, skilled workers, and/or contractors within the area of the assigned duty station. 
  • Review and approve the supplies provided by suppliers / contractors for the BWE and for the infrastructure works implementation. 
  • Ensure that infrastructure material, supplies and works in the field comply with framework agreements, contracts, designs, standards, and good practices. 

Liaison and Coordination (10%) 

  • Liaise and collaborate with NRC WASH team and other relevant departments. 
  • Collaborate with the Head of BWE Chtoura section and local staff. 
  • Collaborate and liaise with regional BWE office and other BWE sections. 
  • Coordinate with and among third parties working with BWE in the Chtoura section area. 
  • Lead the coordination with local authorities and other key stakeholders.  

Capacity Building (10%) 

  • Actively participate in training on surveying, maintenance, rehabilitation, design, modelling, and other relevant skills and support BWE’s technicians and skilled workers through continued coaching. 
  • Support the implementation of WE service improvement, operation, maintenance, contract management, and workforce management processes. 

Procurement Processes (10%) 

  • Coordinate with NRC on contract management and provide timely material and works requests in accordance with the Standard Operating Procedures. 
  • Ensure supplies and works meet both BWE and NRC’s standards and specifications. 

 

QUALIFICATIONS/ REQUIREMENTS 

The prospective HE Consultant should, as a minimum, have the following functional and technical competencies and skills: 

  • Educational Background: A university degree or equivalent in the field of Water/Hydraulic Engineering or similar. 
  • Driving license: A driving license is a must. 

Work Experience:  

  • Minimum of 2 years of engineering experience in water-related consulting, contracting or operations. 
  • Previous experience in Lebanon preferable in the Bekaa region. 

Skills and Abilities 

  • Good written and spoken communication skills. 
  • Commitment to knowledge transfer and capacity building of colleagues and partners. 
  • Ability to maintain professional relationships with organizations, public institutions, and service providers. 
  • Proven organizational skills and ability to effectively manage multiple tasks and perform under pressure. 
  • High tolerance for lengthy processes, and ability to patiently and persistently follow-up. 
  • Ability to think strategically and conceptually and to translate these into concrete results. 
  • Capacity to work autonomously and in problem prevention/resolution. 
  • Integrity in line with NRC’s values and ethical standards. 
  • Cultural, gender, religion, and age sensitivity and adaptability. 
  • Availability to commit for a long-term deployment. 
  • Previous Experience in the Bekaa. 
  • Previous experience working with public utilities. 
  • Experience in contract management of infrastructure works. 

Computer Skills 

  • Professional skills in Hydraulic Modelling (Water CAD or Water Gems) and GIS software's. 
  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint. 
  • Professional skills in CAD.
