Overview
CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation, and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 8 years, it has supported over than half a million beneficiaries. In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender, and protection. CARE intends to maintain its presence in all areas of Lebanon. 

Project Context
BASATINE Consortium Programme scope entails support to vulnerable farmers and related value chain actors in cereals, wheat and vegetables in Bekaa and Akkar regions. The Bolstering Agriculture Systems’ Ability to Invest, Nourish, and Employ (BASATINE) programme is a Consortium of six local and International NGOs with vast experience in agriculture and market systems development. These NGOs include CARE (as lead), Mercy Corps(MC), Berytech Foundation, Georges N. Frem Foundation (GNFF), Lebanese Organization for Studies and Training (LOST) and Al Majmoua. The Consortium is contributing to the recovery of affected small farms, and maintaining employment opportunities of vulnerable populations by providing support to more than 3,500 farm holders.
As a consortium we are working towards phase 2 of the programme. In that phase, the scope of the project focus on the impact of climate change and how it affects Lebanon in coming years and decades with stronger impact on areas, communities and groups which lacks capacity to initiate adaptation actions and to influence national and regional policies regarding climate change. The proposed action will therefore contribute to the sustainable development and resilience toward climate change of rural territories in North, Akkar and Beqaa, while contributing to gender equality, and more resilient food and market systems.

Purpose of consultancy 
CARE International in Lebanon is looking to hire an individual consultant, a team of consultants, or a firm to conduct a gender study on climate change in different areas of Lebanon, including Akkar, Beqaa, and Baalbek.
The study aims to provide a detailed analysis of gender vulnerabilities and capacities in relation to climate change and to recommend strategies for integrating gender considerations into climate change policies and programs.
The Gender Study on Climate Change will guide the development of interventions that address climate change and integrate a gender perspective. It should therefore:
•    Examine how climate change affects women, men, girls, boys, and gender minorities differently, focusing on socio-economic status, age, ethnicity, disability, and other intersecting identities.
•    Evaluate the extent to which existing climate change policies, programs, and strategies are gender-responsive and inclusive.
•    Identify opportunities and provide actionable recommendations for integrating gender perspectives into climate change adaptation and mitigation strategies, policies, and programs.

Methodology

The methodology should include a comprehensive review of existing studies, policy documents, and reports, with a focus on identifying knowledge gaps, gender-differentiated impacts of climate change, and best practices for integrating gender in climate actions. It should include a context analysis concerning gender roles and climate change, particularly addressing existing gender inequalities, roles, and responsibilities in climate-sensitive sectors, especially agriculture. 
Quantitative and qualitative data collection tools, such as surveys, KIIs, and focus group discussion (FGD) protocols, should be developed by the consultants to capture gender-specific information on climate change impacts, vulnerabilities, and capacities. 
CARE’s enumerators should receive training by the consultants on these tools to conduct data collection effectively. The collected data should then be cleaned and analyzed by the consultant using appropriate statistical and qualitative methods to identify patterns, and differences in how climate change affects different genders and intersecting identities.
The consultants are expected to propose a detailed methodology, analysis plan, and report outline. 
The methodology should encompass at least 12 FGDs, 10 Key Informant Interviews (KIIs), and 350 surveys with pre-existing program participants. To ensure triangulation of data, the data collection will take place equally in different targeted regions and ensure diversity in terms of profiles including marginalized groups and those at higher risk such as PWD’s ,Women head of household, youth, elderly etc.
During the assignment’s inception, the methodology and analysis plan will be validated and revised in close collaboration with CARE’s team. While CARE will assist in identifying participants, consultants are encouraged to submit their own outreach and sampling strategies. The consultants will also be responsible for data cleaning, analysis, and submitting a comprehensive report that includes findings and recommendations

Consultant Profile
•    At least 5 years of relevant experience, especially with NGOs and/or academic organizations, focused on gender in Lebanon.
•    Master’s degree in Gender Studies, Political Science, Development Studies, or any related discipline. 
Demonstrated solid understanding of gender issues in Lebanon and as they relate to the current context
Competencies
•    Experience in designing, implementing, or evaluating gender programming in Lebanon. 
•    Demonstrated skills and experience in conducting gender analyses or research around gender, women’s rights, GBV or related subjects.
•    Demonstrated skills and experience in conducting qualitative research around gender issues in Lebanon.
•    Demonstrated skills and experience in designing and implementing participatory data collection exercises.
•    Excellent communication and writing skills.
•    Fluency in English and Arabic.

a)    Technical proposal
•    Maximum of ten pages outlining the consultant(s)’s understanding of the TOR and the proposed methodology, approach and theoretical framework underpinning the assignment
•    Detailed workplan, in-line with the deliverables and timeline outlined in this ToR
•    CV of all consultants to be involved in this assignment
•    List of previous experience and/or clients relevant to this consultancy
•    At least one sample of similar previous work
•    Copy of newly issued juridical record for nationals
•    Copy of ID or passport

b)    Financial proposal
•    Itemized consultant’s fees and costs - consultant should indicate professional daily rate including all cost to be invoiced to CARE
•    Provide proof of Ministry of Finance of Lebanon registration (Fiscal number) if available; in case the consultant cannot provide proof of MOF registration, 8.5% will be deducted from the proposed daily rate

Please take into consideration that under consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all costs, including any costs for communication and transportation.
