Accounting Software (Solution) for Warchée Lebanon.

Introduction: 

Warchée is seeking proposals from qualified vendors for the supply and implementation of accounting software to enhance our financial management processes. The selected software will be used to manage our financial transactions, reporting, budgeting, and compliance with regulatory requirements. 

Warchée is social initiative founded with the purpose of integrating women into the construction field and the professions they may not access. The initiative started with carpentry. The programs proposed empower young women by imparting valuable carpentry skills, boosting employability, and supporting personal growth, all while providing a salary to ensure unfettered education. Warchée trains and Fabricates with an environmental aspect and a circular economy system based on zero wood waste, from nature to nature: wood details, no chemicals, no metals. Every item that comes out of our workshops empowers women in the workplaces a little more and pushes inclusivity forward.

Objectives: 

The objective of this call for proposals is to identify and purchase an accounting software solution that will: 

Improve the accuracy and efficiency of our financial transactions. 

Support multi-user access with appropriate security controls. 

Provide robust reporting capabilities to meet internal and external reporting requirements. 

Integrate with existing systems where necessary. 

Ensure compliance with applicable Lebanese laws and regulations.

Scope: 

The vendor is expected to provide the following: 

• Supply of accounting software that meets the requirements of Warchée. 
• Installation, configuration, and customization services. 
• Training for end-users and technical staff. 
• Ongoing support and maintenance services. 
• Data migration services from existing systems. 
• Please review/add/amend 

Software Requirements: 

The proposed software should have the following features: 

• General Ledger, Accounts Payable, Accounts Receivable, and Payroll modules. 
• Budgeting and forecasting tools. 
• Multi-currency and multi-language support. 
• Real-time financial reporting and dashboards. 
• Role-based access controls and audit trails. 
• Integration capabilities with other enterprise systems (e.g., CRM, HR). 
• Cloud-based or on-premises deployment options. 
• Compliance with [specify relevant regulations, e.g., GAAP, IFRS]. 
• The accounting software must be user-friendly and designed with maximum ease of use.
• Online and offline access. Availability of cost centers (smoothly accessible)
• The reports can be customized to our specific needs especially for the statement of accounts (to include the number of PVs and JVs) very important.
• Feature to lock the audited trial balances whether by reporting period or by voucher.
• Payable management.
• Inventory/production management.
• Cash management.
• Scanning all supporting documents directly to the system (for audit purposes)
• Cash and bank transfers need to be generated from the same system(not by JVs)
• Statistics features.

Evaluation criteria: 

The respondent with the proposal that best meets the criteria of the RFP will be selected. Warchée is not bound to accept the lowest priced proposal if that proposal does not meet the requirements and needs of the organisation. The criteria for evaluation of proposals, and selection of the successful respondent for this award, will be based on the factors listed below: 

• Ability to meet the functional and technical requirements described in this RFP as evidenced by the RFP response and demonstration of the software. 
• Provide a cost-effective solution that meets the goals and budget of the organization. 
• Provide timely program enhancements and upgrades in response to changing industry needs, regulatory requirements and advancing technology. 
• Demonstrate expertise and functionality as evidenced by client references. 
• Provide a superior level of service and support to clients as evidenced by references. 
• Train Warchée finance (potentially HR and Procurement teams) in the utilisation of the software. 
• Ability to provide remote and prompt support in cases of any issues related to the System. 
• Does the system support online and offline functionality? 

Hardware :

• Describe both the suggested and minimum hardware configurations necessary to operate the proposed solution including descriptions of the central processing units, networking hardware, back up devices and uninterrupted power supply. 
• Describe the ability of the proposed system to support fail-safe data storage.  
• Describe the requirements of system cabling for communication to the server and to the existing network.  
• Describe the connectivity/utility outside of the main server by the branches functioning remotely. 
• Describe the operating systems under which the proposed system can operate.  
• Warranty periods provided for the system and the software. 
• Describe the security system used.
