Civil Engineer

FHF is currently implementing a project aiming at improving the operations of the Bourj Hammoud
gardens and public spaces, operated by the Municipality of Bourj Hammoud. The operations include
basic maintenance, and implementation of social cohesion activities, to enhance the community's well
being, alleviating tension among vulnerable communities and marginalized groups, and increasing
their resilience while ensuring active grassroot initiatives for a sustainable intervention. The project is
implemented by FHF in partnership with UNOPS and is funded by the German government through
KfW Development Bank.

Within this project, FHF is seeking to recruit a Consultant Civil Engineer with experience in
infrastructure and public space rehabilitation, MEP systems maintenance, and sustainable urban
development with integration of renewable energy systems.

Scope of Work
The Civil Engineer will be primarily responsible of the following activities:
- Conduct an assessment in the garden, and identify all necessary equipment, spare parts, materials,
tools, and consumables required for the maintenance and operation of Mechanical, Electrical, and
Plumbing systems
- Assist in the procurement of the needed equipment, by specifying required specifications, and
recommended suppliers.
- Oversee the installation of the procured equipment and parts, ensuring proper functionality and
integration with existing systems.
- Maintain an inventory of essential spare parts and tools, ensuring availability when needed.

- Ensure the efficient operation of all systems, promptly addressing any malfunctions or issues that
arise.
- Develop and implement a preventive maintenance schedule to minimize downtime and extend the
lifespan of equipment, and conduct regular inspections and maintenance of MEP networks within
the garden and associated facilities.
- Ensure access to affordable, reliable, sustainable, and modern energy solutions within the garden
and associated facilities.
- Monitor energy usage and identify opportunities for efficiency improvements.
- Plan and execute the upgrading and rehabilitation of roads to support soft mobility,, and
accessibility features for Persons with Disabilities (PWD).
- Oversee the rehabilitation of municipal buildings and public service delivery infrastructure,
ensuring they meet modern standards for safety, accessibility, and sustainability.
- Develop detailed project plans, including timelines, budgets, and resource allocation for all civil
engineering tasks.
- Conduct regular site visits and inspections to monitor progress and address any issues that arise.
- Coordinate with local authorities and stakeholders to obtain necessary permits, approvals, and
support for projects.
- Engage with the community to ensure that projects align with local needs and preferences.
- Maintain detailed records of all engineering activities, including maintenance schedules, project
plans, and inventory logs.
- Prepare and submit regular reports on project progress, challenges, and outcomes when needed.
- Implement and enforce safety protocols to protect workers, community members, and the
environment during project execution.

Essential Minimum Qualifications
- Bachelor’s degree in Civil Engineering, Mechanical Engineering, or a related field. A Master’s
degree in a relevant discipline would be an advantage.
- Professional experience in civil engineering, with a focus on infrastructure rehabilitation, MEP
systems maintenance, and sustainable urban development.
- Strong knowledge of MEP systems, including electrical, and plumbing systems, with hands-on
experience in maintenance and troubleshooting.
- Commitment to sustainable urban development practices, including energy efficiency, renewable
energy integration, and environmentally friendly construction methods.
- Strong communication and reporting skills, with the ability to collaborate effectively with
multidisciplinary teams, stakeholders, and community members.
- Knowledge of safety protocols and risk management strategies in construction and maintenance
activities.
- Fluency in written and spoken Arabic and English.

Period
This consultancy is for a period of 6 months from the date of agreement.
