Main Duties & Responsibilities

· Develops a comprehensive M&E framework that

o measures short-, medium-, and long-term outcomes of student learning and skill-building in TL dimensions (i.e., leadership, civic engagement)

o utilizes principles of the Kirkpatrick model and relevant internationally recognized approaches to measure learning and global competency skills (i.e., leadership, civic engagement)

o details frequency of data collection, data collection tools and instruments, and methods/approaches used to measure outputs and outcomes throughout the cycle of the award

· Designs and develops mid-year and end of year award reviews

· Develops assessment tools and follows up with TL team to monitor progress with data collection

· Analyzes data specific requirements of indicators and proposes changes as needed

· Conducts data quality assessments as needed

· Designs, leads and manages surveys and data collection

· Implements M&E procedures that are effective and cost efficient

· Participates in program design and proposal development using lessons learned and past performance data

· Coordinates and trains TL staff on M&E expectations and implementation

· Coordinates internal and external project evaluations

· Provides periodic updates to TL management on key performance indicators to track overall programmatic performance

· Coordinates field-based monitoring approaches to track off-campus activities, internships, extra-curricular activities

· Responds to specific data calls related to indicators and progress

· Manages quarterly reporting on SAMS and MYGrants for all TL awards

Minimum Required Qualifications

·  Bachelor degree, preferably in Statistics, Data Analytics, Demography, Development Studies, or related field

· Minimum 5 years of work experience in grant-related work, among which at least 2 years of experience of working directly in monitoring and evaluation

· Experience in training and education related M&E; i.e. Kirkpatrick evaluation or other similar tools

· Thorough familiarity with principles and current approaches to monitoring and evaluation using both quantitative and qualitative methods; skilled in collecting, manipulating, synthesizing, and analyzing data

· Understanding of donor expectations and monitoring and evaluation trends

· Excellent written and oral communication skills in English and Arabic

· Strong analytic and computer skills, specifically Microsoft Office Suite, along with use of online survey platforms

· Resourcefulness, resilience, and openness to diverse views

· Excellent organization and planning skills; detail-oriented
