1. Project Background

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions. Under Task Order No. 3 (TO 3), the project provides technical assistance to municipalities, civil society organizations (CSOs), the private sector, or other entities to increase capacity and ensure sustainable impact in providing key essential services. The main objective of this 5-year task order is to support Component 3 (Capacity Building) of the CSP Program by delivering technical assistance to enhance the sustainability of CSP interventions under Component 1 (Community Stabilization Support) and Component 2 (Community Development Support), and if required, under future Task Orders.

As a testament to its dedication to learning and improvement, the CSP has undertaken three "Collaborative Learning and Adaptation”- CLA studies within its primary sectors of focus: Solid Waste Management, Solar Interventions, and Livelihoods, with a particular emphasis on Cooperative Support and Cash for Work initiatives. In its upcoming closing event scheduled for June 12th, the CSP aims to disseminate the findings of these CLA studies to the relevant beneficiaries and to facilitate an open discussion surrounding these findings, fostering an environment for dialogue and collaboration.

Recently, the CSP Task Order 3 received a modification from USAID to create a training center at NDU for municipalities and NGOs. This modification requires adding new indicators to the CSP TO3 MEL plan.

2.  Summary of Position

The M&E Specialist will be responsible for updating the Monitoring, Evaluation, and Learning (MEL) Plan for CSP Task Order 3 (Technical Assistance and Capacity Building), and Drafting of Performance Indicator Reference Sheets (PIRS). The M&E Specialist will collaborate with the TO3 Director and the CSP's Chief of Party.

3.  Specific Duties and Responsibilities​​​​​​

The M&E Specialist will be responsible for the following:

  •  Review Existing MEL Plan: Conduct a thorough review of the existing MEL plan to understand its structure, current indicators, and targets.
  • Stakeholder Consultation: Engage with technical project and MEL staff to gather input on the proposed new indicators.
  • Fine Tune New Indicators: Review the new indicators that were proposed to USAID in the approved program work statement and suggest minor corrections if needed.

 

  • Setting Targets:
    1.  Establish realistic and achievable targets for each new indicator.
    2. Consult with project staff to validate and finalize the targets.
  • Drafting Performance Indicator Reference Sheets (PIRS):
  1. For each new indicator, draft detailed PIRS, including:
  2. Indicator description and definition.
  3. Unit of measurement.
  4. Data source and collection method.
  5. Frequency of data collection and reporting.
  6. Baseline data and targets.
  7. Data quality considerations.
  8. Responsible parties for data collection and reporting.
  • Ensure that PIRS are clear, concise, and provide sufficient guidance for accurate data collection and reporting.

​​​​​​​​​​​​​​Integration into MEL Plan:

    • Incorporate the new indicators and PIRS into the existing MEL plan.
    • Ensure the updated MEL plan is coherent, well-structured, and aligns with the overall project strategy.​​​​​​​

4.  Minimum Qualifications

  • Proven experience in Monitoring and Evaluation, particularly in developing and updating MEL plans.
  • Strong understanding of SMART indicators and PIRS.
  • Excellent facilitation and stakeholder engagement skills.
  • Ability to provide clear and concise documentation.
  • Relevant academic qualifications in social sciences, statistics, or related fields.

5. Eligibility Criteria:

  • Interested individual experts shall have the capacity to enter into a short-term technical assistance (STTA) contract and shall have a satisfactory performance record and record of integrity and business ethics.

6.  Ineligible Experts:

  • Government employees.

  • Individual experts that appear on the List of Parties Excluded from Federal Procurement and Non-Procurement Programs.

7.  Place of Assignment :

  • The expert will be liaising with CSP team at the project offices in Sin-El-Fil and will be occasionally traveling to project field locations.

8. Reporting:

  • The expert will be reporting to the TO3 Director and the CSP Chief of Party.
