  • A cover letter outlining relevant experience and qualifications with a clear link to the above deliverables. The cover letter should also include a clear commitment to work ethically, and that the potential candidate has not received any warning in breaching of good governance, and ethical behavior in any of his/her past work experiences.

  • The expected start date will be on the 08/08/2024. 
  • The basic salary will depend on relevant and verified employment experience; the exact salary range will be communicated upon finalizing the recruitment. LLWB offers a package, including medical insurance and NSSF.  
  • Salary range is between 1000 to 1300$

    Main tasks and deliverables are: 

    • Finance and accounting including reporting: 
    • Handle LLWB book-keeping journal entries, utilizing LLWB accounting system, maintain general ledgers and filing accurate and to date, and ensuring daily transaction recording with meticulousness, integrity, transparency and high ethical standards. 
    • LLWB Finance officer has to manage the monthly financial processes, including ensuring all costs incurred in grants and or projects are properly recorded, with their documentation, preparing journal entries and account balance reconciliations.  
    • The Finance officer of LLWB has to ensure accurate and timely reporting monthly, quarterly, and year-end closing processes of LLWB and the grants it is awarded. 
    • The Finance officer of LLWB has to perform monthly reconciliations of bank and cash accounts: Conduct weekly control of cash counts of petty cash handled by administrative officer and cash funds held by each chapter at LLWB, and follow up with administrative and procurement officer on the 4 eyes principles when presenting all invoices, receipts and documentation received (North/Bekaa/ South/ Beirut). 
    • Prepare monthly payroll to LLWB staff as per Labor code and NSSF regulations; 
    • Oversee the timesheets of employees and coordinate with the administrative officer on this regard.  
    • Support LLWB’s auditor team and prepare needed documents for visits, including agreements, invoices, receipts, list of transaction with clear supporting documentation; 
    • Support, liaise, coordinate and lead with the external auditors of all projects to ensure the issuance of timely audit report statements, with minimal findings. 
    • Follow-up on and handle payments of LLWB and its official documents due to the Ministry of Interior, documents to the Ministry of Finance, medical insurance for staff; 
    • Prepare payments vouchers for consultants and or suppliers and vendors, in accordance with LLWB’s Financial Policies and Procedure, agreements, and approved budgets;  
    • The Finance officer of LLWB must abide by LLWB internal processes and schedule due and draft payments with the support of Project managers and show them to the Executive director for oversight. 

    Filing: 

    • Ensure proper and adequate filing system for financial and accounting documents; 
    • Support and ensure proper and smooth digital archiving of all financial files of LLWB ; 
    • Prepare finance and accounting material for good institutional archiving and share content with the Executive Director for revision and approval. 
    • The Finance officer of LLWB has to control the fixed assets and depreciation and ensure with the procurement officer and administrative officer that the assets lists are updated on a monthly basis.  Controls and list the LLWB assets (Fixed assets, IT and Furnitures) 
    • Trainings, due diligence and financial and accounting policies: 
    • Attend trainings and meetings with external partners, auditors and donors in relation to accounting and auditing principles and requirements when needed, and actively participate with accurate and precise information; 
    • Ensure that all Due Diligence forms and Financial Policies of LLWB are adhered to and that they mirror the best accounting and finance procedures.  
    • Develop and implement a financial document filing system by cost-center for the program to ensure that project is always "audit-ready", whether the audit is for a project and or for LLWB.    
    • Keep abreast of all new financial management procedures and discuss them with the Executive director and Treasurer.

    Grants Financial Management 

    • LLWB Finance officer must prepare budgets for proposal and for donors for accepted projects in line and with the support of Project managers and Executive director;  
    • LLWB Finance officer must prepare donor financial reports for all grants and make sure the reports for each grant comply with donor reporting formats and are timely submitted as per contractual requirements, along with all the supporting documents. 
    • LLWB Finance officer must ensure that the requirements of donors, auditors and tax authorities are fulfilled, especially in relation to purchasing, authentication and payment procedures; 
    • The LLWB finance officer needs to monitor closely each grant budget, and ensure spending versus approved budget is accurate, if not, alert project manager and executive director. 
    • The officer therefore analyzes budget variances with Project managers. 
    • LLWB Finance officer must lead and coordinate with donors and partners to ensure compliance with their financial reporting requirements and that LLWB is preparing timely and accurately its financial documentation for each project and program.  
    • LLWB finance officer must prepare budgets and financial reports as per requested templates and guidelines; 
    • LLWB financial officer must monitor each budget expenditures and ensure alignment with approved budget lines and offer to the executive director, treasurer and project managers updates on how best to ensure financial procedures are implemented; 
    • Prepare monthly financial reports for management, including income statements and balance sheet.  
    • LLWB Finance officer, ensure files for payments are ready for Executive director approval with supporting documentation, before signature by entitled signatories of LLWB. 
    • The finance officer of LLWB should monitor and maintain the accounting systems and data and present the financial data for both internal managerial purposes and external reporting requirements in a clear, transparent and efficient manner as requested.

    Education/ Experience Skills- Essential                A bachelor degree from an accredited University with a major course in accounting, a master is a plus.   Minimum 3 to 5 years of relative experience, preferably with national and international NGOs (should be named in the cover letter and clearly stated in CV)  Strong technical accounting skills.  Strong budgeting and forecasting skills and abilities.  Strong planning, communications and coordination skills.  Ability to work under pressure and within a team.  Ability to Work independently with minimal supervision.  Diplomacy and negotiation skills are a plus  Very good financial reporting skills.  Ability to multi-task effectively as well as display professionalism and confidence and accuracy and transparency and high ethical standards.  Fluency in English and Arabic written and spoken. (French is a plus).  Proficiency in office (MS tools), and the ability to use various accounting software for grants and projects management and reporting with dual currencies.
