Position Summary:

Anera is implementing a youth employment program that aims at placing youth in the job market , while offering a variety of services, including: youth basic literacy and numeracy (Y-BLN), Youth functional Skills (YFS), Competency Based Trainings (CBT) focusing on market-driven competencies, apprenticeships, and and Life-skills. Target communities include Lebanese, Syrian and Palestinian youth. The BML Area Coordinator plays a pivotal role in implementing a comprehensive program in Beirut and Mt. Lebanon aimed at enhancing the professional readiness and employability of youth in Lebanon. 

This role involves engaging with beneficiaries, mapping of implementing partners, engaging with potential private sector employers from different market-based sectors, ensuring program quality and compliance, facilitating apprenticeships, and supporting graduates' transition into the workforce. The Area Coordinator also plays a crucial part in monitoring, evaluation, and reporting, contributing to the success and impact of the initiative in empowering young individuals from diverse backgrounds. The BML Area Coordinator will also be supervising BML Field Coordinators.

 

Essential Duties and Responsibilities:

 

Duties& Responsibilities:

  • Mapping of potential employers with existing job opportunities for youth in BML 
  • Participate in conducting local market consultations in the BML area for identification of existing job opportunities and occupations, together with sector prioritization within the area.
  • Engage with potential employers to ensure/verify their collaboration for apprenticeships and employment opportunities for youth graduates.
  • Mapping of potential training implementing partners in BML (including training institutes, CBO’s, and private sector organizations) 
  • Map proper potential training implementing partners offering quality training based on market-based consultations and trends.
  • Participate in the selection of implementing partners through revision of  technical and financial proposals submitted by potential partners and follow-up on required documentation submission. 

 

Beneficiary Engagement and Selection:

  • Lead the selection of youth beneficiaries for all skills packages offered within the program in BML, ensuring their commitment and retention.

 

Data Verification and Program Implementation:

  • Ensure an accurate beneficiary database is maintained in adherence to program criteria and agreements.
  • Monitor program implementation at area level, including: attendance, satisfaction levels, learning outcomes, and addressing challenges proactively.

 

Apprenticeship Placement and Graduation Support:

  • Identify proper hosts for apprenticeship placements aiming for employment opportunities in BML for youth trainees and respective skills and competencies needed for each job category.
  • Ensure all requirements for proper implementation of apprenticeships are fully met, including: practical skill application, safe and secure work environment.
  • Coordinate mentorship events, job linkages, and social media groups to support graduates
  • Track graduates' progress and employment status, including unemployment factors to inform program adjustments

 

Accountability and Monitoring:

  • Uphold Accountability to Affected Persons (AAP) principles, including PSEA, child protection, and 'do no harm' principles in all activities.
  • Implement monitoring and evaluation (M&E) plans, maintain beneficiary data, and conduct regular check-ups. 
  • Compile and submit weekly/monthly reports, contribute to quarterly reports, and report any issues promptly to the component focal points and to the program manager.
  • Ensure proper monitoring of overall partner performance and implementation, including: revision of submitted financial reports and supporting documents in accordance with finance and grant requirements. 

 

Coordination and Representation:

  • Represent Anera in relevant BML working groups and coordination bodies
  • Build relationships with partners and stakeholders, facilitate access to information, and provide on-site support.
  • Liaise between communities, Anera, and partners, offering capacity building and troubleshooting as needed.

 

Qualifications:

- Bachelor’s degree in a relevant field; Master’s preferred.

- 3+ years of experience in coordinating livelihood projects, youth job placement and entrepreneurship.

- Strong communication, organizational, and problem-solving skills.

- Experience in compliance and partner monitoring and reporting.

- Ability to work effectively on the field and with diverse stakeholders and in challenging environments.

- Proficiency in Microsoft Office Suite and data management systems.

- Fluency in English and Arabic; French is a plus.
