MEL Consultant: Synthesis of Evidence Right to Play International - Lebanon

The objective of the consultancy is to comprehensively review, analyse, and synthesize evidence from evaluation reports conducted over the past three years, on Right to Play programs in Lebanon, considering the recent SAT7 report. This synthesis aims to identify key findings, trends, and lessons learned from a variety of applied approaches, to inform strategic decision-making, improve program effectiveness, and enhance outcomes for beneficiaries.

 

The consultant will provide actionable recommendations based on synthesized evidence to guide future program planning, implementation, and resource allocation.

  1. Methodology and scope

The methodology for this consultancy involves a thorough desk review of existing evaluation reports spanning the last three years regarding Right to Play programs in Lebanon (15 papers). This review will entail an in-depth analysis of qualitative and quantitative data, along with the identification of key themes and trends related to the organization’s impact in Lebanon.

 

Additionally, the scope will include engaging with stakeholders through focused group discussions (FGDs) and/or key informant interviews (KIIs) to gather insights, perspectives, and contextual information complementing the findings from document review. This combination of document review and stakeholder engagements ensures a comprehensive understanding of program effectiveness, impact, and areas for improvement.

Anticipated number of working days for the consultancy is 10 – 15 days.

How to apply

  1. Qualifications of the consultant

A consultant is needed with the following competencies and experience:

  • Advanced degree (master’s or above) in a relevant field such as international development, social sciences, public health, or a related discipline.
  • Minimum 5-year practical experience in monitoring and evaluation.
  • Proven experience in program evaluation, synthesis of evidence, or research, particularly in the context of international development or humanitarian organizations.
  • Strong understanding of evaluation methodologies, data analysis techniques, and statistical methods.
  • Familiarity with monitoring and evaluation frameworks, indicators, and tools commonly used in the development sector.
  • Ability to work appropriately with a variety of populations and stakeholders, including children, youth, parents, teachers and school administrators, government, and other partners. Strong cross-cultural skills and cultural sensitivity.
  • Excellent written and verbal communication skills in English; proficiency in Arabic would be advantageous, particularly for work in Lebanon.

 

  1. Proposal submission

  • One previous inception report (plan of study) developed by the applicant,
  • One previous evaluation/ synthesis of evidence report, developed and submitted by the applicant,
  • Financial proposal (dated and signed) that includes a budget for the expected activities .
  • MOF registration number if available,
  • CV and Cover letter of applicants, or of key persons involved and the portfolio of the organization if relevant.
