POSITION DESCRIPTION:

The individual in this role will ensure the success of the Amideast Lebanon Finance and Grant Manager. He/She will managing accounting, finance and grant process; supporting the Country Director to achieve financial targets and ensure continued growth of all programs; and handling responsibilities as a member of the management team at AMIDEAST/Lebanon.

RESPONSIBILITIES

Accounting, Finance and Grants Responsibilities

  • Establish monitoring and evaluation financial systems; prepares progress, assessment, and evaluation reports; ensures the application of these accountability systems; and ensuring that all work is conducted according to the regulations and procedures of the various donors and AMIDEAST

 

  • Manages, supervises and monitors the office's financial and accounting functions in accordance with AMIDEAST’s established policies and procedures; contributing to development of annual and project budgets; preparing financial updates or reports; supervising each project’s financial progress by ensuring disbursements are within budget and allowable; maintaining contract archives to include all projects’ key documents; supervising and monitoring inventory items; reconciling cash receipts daily ; supervising petty cash account and reviewing it weekly; managing accounts payable to ensure all payments are authorized, allowable and charged appropriately; managing accounts receivable to ensure timely settlement of any outstanding invoices; preparing cash forecast reports; processing monthly closing processes in compliance with HQ procedures for all accounts; and interacting with the bank to manage AMIDEAST bank accounts in terms of preparing bank deposit vouchers, depositing cash, transferring money, etc. upon Country Director’s approval.

 

  • Prepares accurate, complete and audit proof documentation for all payments by reviewing all invoices submitted for accuracy, appropriate authorization, and correct project allocation; preparing payment vouchers for authorized invoices

 

  • Ensures accuracy of payments received from walkin and corporate clients and reconciling receipts against each department’s statistics on a daily basis; preparing bank deposits; and monitoring, analyzing and ensuring the collection of outstanding accounts receivables.

 

  • Help supervisors weekly reports on the office’s cash position; and preparing monthly or other financial reports as requested, such as bank reconciliations

 

  • Direct the preparation and negotiation of a proposed project, grant and services for a fee budget and modifications, and coordinate with partners/donors as appropriate ensuring compliance with international and local donor procedures and regulations in implementation of all program activities.

 

  • Manage, monitor, and update project budgets and obligated funds and also review and analyze variations and share with donors as may be required.

 

  • Supervise, manage and maintain organization finances, transactions, purchase orders, contracts, and petty cash.

 

  • Provide assistance and guidance to all project managers on comprehending financial and labor reports.

 

  • Review and assist the Country Director in monitoring field office (functional) and program financial performance keeping management abreast of current and projected performance and trends.

 

  • Provide training to staff on budgeting, accounting procedures and other relevant areas as needed.

 

  • Participate in the proposal pricing process as a key member of pricing team

 

  • Monitors and reviews field office (functional) and program financial performance keeping management abreast of current and projected performance and trends. 

 

  • Oversight of office accounting including monthly closing process, accounts payable, accounts receivable, payroll and monthly reconciliation activities. All to be completed on a timely manner and in accordance with HQ standardized processes.

 

  • Monitor the review and clearance of vouchers for disbursement to vendors, contactors, consultants, suppliers and employees.

 

  • Develop, review, and punctually submit monthly, quarterly, and annual financial statements/reports for donors as may be required by grant/donor agreements and in coordination with HQ accounting and HQ contracts and grants departments.

 

  • Ensure compliance with local statutes, including internal reviews and annual audits, etc.

 

  • Maximize the use of our transactional accounting system - Deltek Costpoint, as well as AMIDEAST’s proprietary, Pro-class (point of sale system).

 

  • Reconcile general ledger accounts monthly including fixed assets, prepaid expenses, accounts receivable, accounts payable, payroll liabilities, leave balances, benefits allocation, and customer service.

 

  • Analyze and prepare monthly journal entries for recurring expenses, accruals and deferrals, investment activity, allocated expenses, and/or other adjusting entries ensuring accuracy of methodology and accounting.

 

  • Help in the preparations of AR invoices and the monthly and quarterly financial reporting relating to US Government contracts.

 

  • Assist with annual audits, prepare and review supporting documentation.
