About SADDER

SADDER - Sustainable Agricultural Development to Diversify and Export Regionally (2023-2027) is a project funded by the Kingdom of the Netherlands and implemented by the Rene Moawad Foundation (RMF).

"SADDER" will incorporate enhanced methodologies and best practices. It will aim to support Lebanon's economy through the agriculture sector by assisting stakeholders within the selected value chains, Table Grapes, Avocados, Cherries, and Apples, in meeting both local and export market requirements, ultimately leading to increased income, self-sustainability of various agricultural sectors, as well as job creation and retention.

Intervention and Beneficiaries

Under Output 2.3. Clusters & farmers Maintain & Adopt Quality Management Certificates, "SADDER" will work with farmers from Phase 2 in order to maintain their certificates and expand the number of newly certified farmers and clusters of farmers in adopting the Global-GAP, GRASP and SMETA certifications belonging to the 4 value chains.

Similarly, under Output 2.4. PHUs & Facilities Adoption of Quality Management Certificates, "SADDER" will help PHUs and agro-processing facilities establish, implement, and acquire quality management certificates specifically ISO and BRC.

Terms of Reference

RMF is seeking Technical and Financial proposals from individual consultants or firm consultants to strengthen the export capacities for farmers through coaching, establishing, implementing and adopting certifications related to Global-GAP, GRASP, SMETA for Famers and Clusters of Farmers; and ISO and BRC accreditations for PHUs and agro-processing facilities in accordance with the international guidelines of certification. The primary objective of this role is to develop baseline, methodology and training material; and field interventions in Quality Management Systems and techniques for farmers, cluster of farmers, PHUs and Agro-processing facilities across the four value chains of the intervention.

Technical proposal content

  • Develop and propose a full training package. Include topics, sections and method of delivery in the technical proposal.
  • Provide necessary and external training materials, among these, presentations, exercises, tools and handouts for attendees.
  • Support the preparation of knowledge products and develop illustrated brochures or fliers that contain comprehensive information about all topics related to QMS.
  • Training package/curriculum for trainers (ToT). Conduct the training for up to 20 trainers and deliver the content in an interactive approach by using advanced techniques and methodologies.
  • Develop methodology (survey, questionnaire, data collection procedure…) to conduct a thorough assessment of the current infrastructure and practices for the farmers and Facilities involved.
  • Analysis and evaluation of the assessments results.
  • Develop, assist and evaluate methodologies for QMS Conformity, Compliance and Implementation.
  • Propose, implement and evaluate methodologies for QMS Auditing and Certifications.
  • Support and engage with SADDER team and Beneficiaries in different documentation and implementation processes.
  • Provide, Recommend and draft tenders with specifications and, if necessary, assist in the procurement and installation of QMS technologies.

Competencies, Skills and Experience

All applicants must have:

  • At least 7 years of relevant experience, including experience in capacity building, development and consultancies
  • Experience in developing training materials and/or performing coaching
  • Experience in project design, implementation, monitoring and reporting
  • Good knowledge of the Lebanese climatic and environmental conditions
  • Excellent communication and facilitation skills
  • Excellent writing and presentation skills in English and Arabic
  • Proven Experience for working with producer groups option 2 GLOBAL-GAP and GRASP
  • Updated on the latest version of certifications standards and any changes or updates
  • Relevant Related University degrees and QMS related Certificates.
  • Master’s degree or PhD will be highly considered.
