الوصف: 

Proud Lebanon seeks a consultant/consultants to review policies and procedures and provide training on internal procedures, policies, prevention of sexual exploitation and abuse, and safeguarding.

The review should include general training for all staff, board members, and volunteers, as well as a training of trainers (ToT) for a selected group of staff members. The full review and training should be completed by the end of October 2024.

Scope:

The consultancy should provide full review of the policies and procedures available at Proud Lebanon, propose adequate updates and work on designing needed policies and procedures if needed.

Organize training for the board members, staff and volunteers to disseminate these policies.

A. Review of existing safeguarding policy, procedures and practices of Proud Lebanon

B. Training and capacity building on internal regulations, code of conduct and PSEA for staff members, Board members and volunteers

C. Training of Trainers for selected staff members

The overall objective of the consultancy is to ensure highest quality of implementation in the field of Internal procedures and PSEA to ensure protection of beneficiaries.
 

Specific objectives of the consultancy

The consultancy aims to build capacities of Proud Lebanon and provide input and guidance for improvement of internal mechanisms.

Responsibilities & Duties

A. Review of Internal regulations and procedures

a. Review of existing policies, SOPs, Feedback and Complaint Mechanisms

b. Meeting with core stakeholders (management, HR responsible, etc.) and field staff on PSEA and internal procedures practices (online and/or on site)

c. Compile Assessment Report focusing on strengths and weakness and giving recommendations for policy, SOPs and practice improvement

d. Based on findings, the consultant should produce/write the needed policies
 

B. Trainings on these policies:

a. Development of training outline for internal procedures and PSEA for targeted communities. Training should be i.a. based on Proud Lebanon’s populations served: Focusing on Sexual Exploitation and Abuse ’; legal frameworks of SGBV, PSEA in humanitarian contexts and IASC core principles. Topics covered should include definitions of gender and GBV, legal frameworks of GBV, SEA in humanitarian contexts and core principles of the code of conduct (organizational specific).

b. Development of Training of Trainers (ToT) allowing participants to deliver general awareness training:

Training should provide more advanced content than the awareness training

Empower participants to facilitate and deliver training (facilitation methods/ contents/ etc.)

c. Share training outline and content with Proud Lebanon’s board and management for approval

d. Pre-training assessment of participants

e. Delivery of 3 trainings as per set training schedule

f. Post-training assessment of participants
 

C. Write and submit a training report summarizing the number of participants and attendance, pre and post test results of participants.
 

Conditions

Confidentiality of information: All documents provided to the consultant(s) and all data collected must be treated as confidential and used solely for the purpose of this consultancy.

Ownership of data, findings & products: Proud Lebanon retains full ownership of all data, findings, and products produced as part of this consultancy.
 

Qualifications & Requirements

The consultant is required to have extensive experience in Internal regulations, Code of conducts, Protection and PSEA and provision of trainings and as well as training of trainers.
 

Eligible applicants

This assignment will require a consultant with the following qualifications and experience:

Master degree in a relevant field and at least three years of professional experience in the sectors of protection mainstreaming, safeguarding.

Experience in setting-up and reviewing policies and procedures within humanitarian settings with proven track records in delivering professional results.

Knowledge of the Lebanese LGBTIQ+ context and related policy frameworks and strategies relevant for PSEA.

Excellent time management skills and resourcefulness with strong attention to detail.

Proven experience in development of trainings on COC and PSEA and delivering interactive and participatory trainings.

Excellent facilitation and interpersonal skills.

Excellent oral and written English skills.
