Objectives:

The primary objective of this consultancy is to develop a comprehensive Security Plan for Anera's operations in Lebanon. This plan is essential to mitigate security risks and ensure the safety of Anera's personnel (~100 persons) and the communities it serves. Noting that Anera serves communities across Lebanon’s governorates and has 6 offices in Zahle, Tyre, Saida, Tripoli, Akkar and Beirut (Country Office). 

 

Methodology:

The consultant is expected to undertake the following activities:

Conduct a review of relevant security and risk management documents within Anera

Hold Key Informant Interviews (KII's) with Anera staff in Lebanon

Design and develop Standard Operating Procedures (SOPs) that encompass relevant and realistic safety measures for Anera staff to follow.

Deliver a manual that includes the comprehensive Security Plan.

Conduct training sessions on the SOPs and the Security Plan for Anera Lebanon staff.

The security plan should  include:

Reviewing and understanding the safety risk and threats and its dynamics in the operational and project areas.

Developing a Business Continuity Plan (BCP):

Create a comprehensive BCP outlining procedures to be followed during and after a crisis, ensuring minimal disruption to operations

Identify key business functions and processes, ensuring they are prioritized for continuity efforts during a crisis.

Develop clear communication channels and protocols to ensure timely and accurate information dissemination to employees, stakeholders, and the public during emergencies (communication tree)

Reviewing/updating/developing clear and concise safety plans for Anera Lebanon locations with the following issues addressed:

TORs for security focal points at the field level and office level

Updating or preparing practical and usable SOPs.

Safe roads and routes in case of evacuation

Air evacuation for international staff or visitors with local airlines, to which location

Which transport-means to take, what to bring, what to leave behind

In case of hibernation, where, what to store (food, water, gas) etc.

Harmonization with UN and INGO safety plans, and evacuations

Indicators and triggers for security levels activation,

Credible sources for reviewing and updating the daily/ weekly security reports

Other related issues to be added as discussions develop

Reviewing inventory and assessment of the risks and threats for the project areas

Considerations for budgeting:

It is estimated that the service can be completed in 7-10 working days.

Applicants are requested to submit a detailed budget, itemizing expenses, and providing the daily rate for consultancy services, including the estimated number of days required for completion.

 

Qualifications:

The ideal candidate should possess the following qualifications and experience:

8-10 years of experience in security consulting, local law enforcement, private security and related fields

Demonstrated experience in developing security protocols tailored to the needs of INGOs.

Extensive knowledge of the security landscape in Lebanon.

Fluency in spoken and written Arabic and English.
