What we are looking for

Experience in project management position in consortia, partnerships or equivalent structures in a humanitarian/protracted crisis or development context.

You will need to be experienced in community engagement and mobilization with expertise in settlement /community-based program and integrated programming approaches . In addition, expertise in advocacy and policy making, organizational representation at national or international level is necessary for this role. Experience of working with AFD and other European donors is preferred.

What you will do

This position is responsible for strategic advice on the management and direction of the Haretna consortia programme, the operational management, and implementation of the project, including project implementation.

The Consortium Manager is responsible for forging strong relationships with and between consortium members, donors and other relevant stakeholders, as well as ensuring compliance with donor contractual requirements, and NRC and/or Consortium internal procedures.

In this position you will;

- Deliver the consortium’s objectives and ensure accountability to consortium members and donors.

- Lead the coordination between the consortium’s members and partners on a day-to-day basis as well as reporting to the consortium’s steering committee, and donors.

- Overseeing, reporting, and adjusting the overall programmatic and financial performance of the consortium, including project planning and budget follow-up.

- Lead and line manage staff, this includes the performance management process; setting clear goals aligned to country strategy and priorities, and following up to ensure high staff performance.  

- Representation of the consortium with line ministries, authorities, donors, (I)NGOs and actively participate in the wider coordination of the humanitarian response in Lebanon.

- Review/develop project proposals (revisions/future phases/continuation) in collaboration with relevant consortium member’s staff, with responsibility to control the quality of donor applications and reports.

- Engage with related policy and advocacy work to advance the objectives of the consortium and represent the consortium in external fora and coordination meetings.

- Be accountable for compliance in relation to grant management and project cycle management processes.

- Responsible for full grants and proposals management, including that all grant files are up to date.

- Compliance and adherence to NRC policies, Core Competency tools, handbooks and guidelines and a specific responsibility for Grants Management policies and procedures.  

What you will bring

- Minimum 4 years’ senior project management position working in consortia, partnerships, or equivalent structures, with responsibility for programming in a humanitarian/protracted crisis or development context.

- Specific experience and expertise in:

- community engagement and mobilization

- with AFD and other European donors

- settlement/community-based program approaches.

- steering the development of M&E systems 

- communication, influencing people, diplomacy, and negotiation;

- advocacy and influencing policy making ;

- organizational representation at national or international levels;

- monitoring and evaluation, ideally in third party monitoring

- gender-mainstreaming programming.

- experience in complex environments and with displacement affected people; 

- communication, interpersonal capability, cultural awareness and sensitivity.

- Understanding of and commitment to:

- Integrated programming approaches

- Organisational learning, and the role and contribution of MEL to quality management and development.

- Working collaboratively with technical and operational colleagues within a matrix structure, including capacity strengthening.

- Master’s degree in International relations, Political or Social Sciences, or any other relevant field; a degree qualification with relevant experience will also be considered.

- Fluency in English and Arabic, both written and verbal. French is an advantage.

- Knowledge of the context in Lebanon

What we offer

- Duty station: Beirut, Lebanon.

- Contract: 24-months (Renewable based on performance and need for the role).

- Travel: 40% (within Haretna implementing locations).

- Salary/benefits: grade 9 on NRC Lebanon's national salary scale, with accompanying terms and conditions.
