1. Project Summary

Medair Lebanon is implementing a health Amjad that aims at improving access to primary healthcare among Lebanese and refugee populations in Lebanon. For this, Medair is supporting the MoPH in the implementation and roll-out of the Long-term Primary Healthcare Subsidization protocol (LPSP) in 2 primary healthcare centres (PHCCs). Medair is directly implementing the projects in Bekaa and Baalbaak-Hermel governorate.

1. Purpose of the consultancy

Medair is recruiting a service provider to build capacity of the PHCCs ‘ staff  regarding the LPSP model and its components in order to roll out the new model in the supported centers.

1. Scope and deliverable of the consultancy

Within its purpose set out above, the trainer is expected to provide a training to supported PHCC staff in Baalbeck governorate.

The deliverables expected for this are as follow:

• Develop an agenda, objectives and syllabus of the training
• Prepare the training materials in Arabic with technical terms in English
• Present an interactive and engaging training to the attendees covering all aspects of the LPS including model, packages, quality aspect, performance indicators,…
• Prepare and hand out soft and hard copies of the materials in Arabic to the attendees
• Prepare pre and post test for the attendees
• Develop and carry out an evaluation of the training
• Prepare and submit a training report including the pre and post-test result to Medair within 10 days after completion of the training.

1. TRAINER RESPONSIBILITIES

Within the necessary timeframes:

• • Submit proof of registration as Consultant to Medair before the starting date of the contract. (Only required if such registration is normal practice in Consultant’s country of residence.)
  • Fulfil the above listed outputs within the timeframe stated, and maximum quality.
  • Acknowledge all data and results produced by the consultancy is Medair’s property and seek approval from Medair for any utilization of the result out of the defined TOR.
  • Sign and abide by Medair data protection policy.
  • Cover all insurance required.

• Curriculum vitae, indicating experience in performing program evaluation
• Expression of interest, including quotation

1. REQUIREMENTS:

Essential:

• Bachelor’s degree in health-related sciences.
• Experience in LPSP implementation in the primary healthcare settings and experience in MOPH protocols.
• Experience in providing similar training
• Master’s degree in quality management and public health is a plus.
• Fluency in Arabic and English, both written and verbal
• Good report-writing skills
• Logical analysis and clear communication
• Experience within Lebanon

1. TERMS OF PAYMENT

• • The consultant is expected to invoice the work before the end of December 2023.
  • The consultancy fee will be paid in full upon successful completion of the consultancy and when the final version of the Consultant’s report, and outputs listed above, have been finalized and approved by Medair.
