The Programme Officer will support the teams and contribute towards capacity building, other duties will include:  

  • Day to day coordination and implementation of Lebanon projects and identify best practice with projects’ partners and other Programme staff within the region; 
  • Logistical and technical support to programme; sharing information, organising events and regular workshops related to programme activities; 
  • Ad hoc research and drafting, and communicating with external partners and stakeholders.  

Programmatic 

  • Organise and prepare capacity building activities such as trainings, FGDs and awareness sessions and follow up on actions as necessary; 
  • Oversees and monitor the delivery and distribution of visibility materials or capacity support such as tool kits to reach targeted audience in collaboration with the Programme Team; 
  • Collate data from programme team to measure achievement against the performance indicators; 
  • Maintain and administer the M&E database (including SharePoint and LCM); analyse and aggregate findings. 
  • Contributes to data and records collection for the audit process; 
  • Accompanying the Lebanon Programme Manager on field/site visits to the CBOs and LA’s centres in the regions, take minutes of meetings, and ensure actions points are implemented; 

Legal 

  • Draft activities reports, justification memos and narrative reports of the projects; 
  • Troubleshooting and identify potential challenges and opportunities for improving day to day functionality of the project, and to oversee the implementation of the identified solutions; 
  • Establishing and maintaining relationships with partners and actors in the field by attend meetings with consortiums, UN agencies, humanitarian organizations, local and international NGOs, and legal and justice actors; 
  • Support in tracking legal and political developments in local, national, and reginal law and politics and to identify those which will have implications for the project and  circulate written updates;  
  • Assist in tracking fundraising opportunities in the region by conducting research for available funding opportunities and ensure management are aware; 
  • Assists the Lebanon Program Manager in writing proposals and concept notes. 

Administrative

  • Support the Finance Coordinator and HR & Logistics Officer to procure items and equipment where necessary; 
  • Assist in organizing legal trainings, roundtables, and workshops including ; training materials, drafting  agendas, printing, translation, and facilitation of workshop sessions; 
  • Ensures the preparation, consultation, visibility materials are well defined prior to launching of project with specified timelines and action points; 
  • Represents LA at seminars, conferences, meeting and other events;  
  • Other project or programme-related duties as specified by the Lebanon Program Manager.

About You  

  • You must have the national citizenship and right to work in Lebanon; 
  • Bachelor’s degree in law, social work, business administration or any relevant field; 
  • Minimum 4 years of demonstrated experience in a similar programme role within an INGO; 
  • Excellent command in writing, speaking, and listening in English; 
  • Demonstrated track record of project design, implementation, and evaluation; 
  • Awareness of, and sensitive to working in multiple socio-economic settings and with multi-cultural groups; 
  • Ability to work closely with and establish positive relationships with local structure and to engage with various stakeholders; 
  • Experience and ability to conduct outreach and use M&E tools; 
  • Knowledge of women’s rights, international law, including human rights, humanitarian law, criminal law, and regional and international human rights mechanisms is preferred; 
  • Ability to take initiative, work with minimum supervision and think creatively. 
  • Flexibility and team approach to programmatic work; 
  • Analytical and problem-solving approach;
