The  International  Rescue  Committee, IRC  is a  non-profit, humanitarian  agency  that  provides  relief,  rehabilitation,  protection,  resettlement  services,  and advocacy for refugees, displaced persons and victims of oppression and violent conflict.

Request for Information Objective

The objective of the RFI is to identify an Emergency Notification System that can be deployed in the IRC’s Middle East and North Africa (MENA) region. Countries that will be included are Jordan, Lebanon, Iraq, Turkey,  Syria, Libya, Tunisia and Yemen.

Scope of Work – Technical Requirement

  • The service should be delivered as a Software as a Service (SaaS) platform with all maintenance and upgrades provided by the vendor during the subscription period.
  • The service should not require vendor intervention or support to manage messages, recipients or group information
  • The service should be able to send notifications in English and Arabic
  • The service should be able to send notifications and receive confirmation from Email, MS Teams, Whatsapp, Mobile Numbers, Landline Numbers and SMS. 
  •  The service should allow for advanced searches on the contact directory including multiple field value conditions using all contact information fields
  • The service should allow unlimited number of dynamic groups, and for dynamic groups to be built during a notification
  • The system should support different user roles and permission levels, allowing for varying access levels and administrative control within the organization
  • The service should allow for manually uploading data files through a web-based interface
  • The service should be accessible through the internet using standard web browsers
  • The service should allow an unlimited number of message senders and administrators who can simultaneously access the system at no additional cost
  • The service should have an interactive dashboard that displays contacts and notifications.
  • The service should be able to track messages deployment and confirmation in real time for all delivery methods
  • The service should allow message recipients to acknowledge receipt and continue to try reaching them until the receipt is received or the notification is cancelled
  • The service should allow message content to be saved for future use with new notifications
  • The service should be able to import ESRI Shape and KML files
  • Specific features or functionalities that enhance emergency response capabilities, such as geo-targeting notifications based on location are desirable
  • The service should integrate with International SOS Travel Tracker for dynamic location data
  • The vendor should provide system uptime and response time (SLAs) details, including any associated penalties or remedies in case of non-compliance
  • The system should have built-in redundancy or failover mechanisms to mitigate the impact of hardware or software failures
  • Integration with the Garmin InReach platform is desirable but not required
