Background of the Desk

ALEF – act for human rights is a Lebanese non-profit, non-partisan human rights watchdog organization that works on documenting, and promoting human rights violations and values in Lebanon. ALEF seeks to strengthen the respect and fulfillment of human rights as a cornerstone of social, economic, and political development. By embracing a comprehensive approach to monitor, defend, and educate on human rights, ALEF aims to complement and gear all efforts towards the achievement of an influential human rights constituency, and the realization of a durable peace.

ALEF’s advocacy and policy work is divided into different thematic desks that each focus on a specific human right area of focus: Peacebuilding & Conflict Management; Criminal Justice Reform & Rule of Law; Refugee Protection & Migration; Transitional Justice; and Freedom of Expression, Assembly & Association.

The Peacebuilding & Conflict Management Desk’s work is divided into different thematic focuses, including: social tensions; conflict management; freedom of thought, conscience, and religion; and armed clashes and insecurity. The Refugee Protection & Migration Desk’s work is divided into different thematic focuses, including: protection and durable solutions for asylum-seekers, situation of Palestinian refugees, irregular migration, and migrant domestic workers.

 

JOB DUTIES AND RESPONSIBILITIES

The Desk Officer/Analyst will be responsible for the following:

  1. Project Implementation
  • Responsible for specific project tasks under the supervision of the Peacebuilding & Conflict Management Desk Manager.
  • Support on the execution of projects under the Peacebuilding & Conflict Management Desk against the agreed objectives and within the agreed budgets.
  • Support on accurate budget control and overall responsibility for financial management in line with project proposals.
  • Assist the Peacebuilding & Conflict Management Desk Manager in coordinating project activities and deliverables as needed.
  • Adhere to appropriate administrative, financial, and logistical systems/procedures.
  • Support on project reporting in line with the relevant donor contracts and compliance requirements.
  • Prepare narrative reports as well as M&E reports to donors under the leadership of the Peacebuilding & Conflict Management Desk Manager.
  • Adhere to monitoring systems under the supervision of the Peacebuilding & Conflict Management Desk Manager and support in ensuring that project reviews/audits are carried out periodically.
  • Track progress of projects under the Peacebuilding & Conflict Management Desk.
  • Properly implement an M&E framework (M&E plan, M&E tools, analysis) for every project.
  • Support in ensuring all project documentation is available.
  • Support in periodically updating projects’ logical frameworks and workplans.
  • Adhere to work plans of all the projects under the Peacebuilding & Conflict Management Desk in cooperation with the Peacebuilding & Conflict Management Desk Manager.
  • Optimise, in conjunction with the Peacebuilding & Conflict Management Desk Manager, the use of human, logistical and financial potential.
  • Report to the Peacebuilding & Conflict Management Desk Manager on meetings with external partners.
  • Implement the communication strategies of the projects under the Peacebuilding & Conflict Management Desk (social media, visibility, etc.).

 

2. Coordination

  • Support the Peacebuilding & Conflict Management Desk Manager, only when possible, in representing ALEF at various events (meetings, seminars, webinars, and conferences, etc.) organized by international organizations, local organizations, and networks and working groups; and report back to the Peacebuilding & Conflict Management Desk Manager.
  • Maintain effective partnerships with a wide range of partners, sustaining a positive and mutually supportive professional working relationship.
  • Assist in network coordination as needed.
  • Support on tracking and identifying relevant funding opportunity and coordinate with the Peacebuilding & Conflict Management Desk Manager accordingly.
  • Produce talking points to prepare for coordination meetings and follow up with minutes of meetings.

 

3. Analysis

  • Keep up with news and updates, especially developments on human rights violations and progresses related to the Peacebuilding & Conflict Management Desk and the Refugee Protection & Migration Desk (reports, publications, legal updates, meetings, etc.).
  • Monitor violations and progresses related to human rights violations and progresses related to the Peacebuilding & Conflict Management Desk and the Refugee Protection & Migration Desk.
  • Assist in conducting context analyses and risks assessments for the Peacebuilding & Conflict Management Desk and the Refugee Protection & Migration Desk and identify potential mitigation measures.
  • Assisting in drafting and producing reports, briefs, and concept notes related to the Peacebuilding & Conflict Management Desk and the Refugee Protection & Migration Desk.
  • Assist in ad-hoc research outputs related to human rights violations and progresses related to the Peacebuilding & Conflict Management Desk and the Refugee Protection & Migration Desk.
  • Brief the Peacebuilding & Conflict Management Desk Manager and the Refugee Protection & Migration Desk Manager on context updates in the lead-up to preparations for high-level meetings related to the Peacebuilding & Conflict Management Desk and the Refugee Protection & Migration Desk.

 

4. Advocacy

  • Support the Peacebuilding & Conflict Management Desk Manager and the Refugee Protection & Migration Desk Manager in identifying relevant advocacy opportunities that ALEF could act on.
