Consultant to Develop a Contextualized Training Program on Community Mobilization and Advocacy- KAFA

- Context of the Assignment
This assignment falls under Kafa’s project “Scale-Up the Fight for WMDWs Rights” that aims at addressing the lack of legal protection and abusive practices against Women Migrant Domestic Workers (WMDWs) in Lebanon, and magnifying the role of existing WMDWs leaders to become actors of mobilization and advocacy within and outside their communities. Domestic work is explicitly excluded from the Lebanese Labour Code and as a result domestic workers are deprived from safeguards and basic labour rights, and many suffer in silence.
The project intends to partner with existing WMDWs leaders who have organized over the years and have played a key role in circulating important information, organizing cultural events, and providing support to their community members. A group of WMDWs community leaders will be identified and invited to take part in an intense training program which will help them acquire in-depth knowledge and skills about ways to support, educate and mobilize MDWs within their communities for advocating for their rights.
To this end, Kafa would like to engage a consultant to develop a comprehensive, practical, and contextualized training program which includes a curriculum addressed to MWDWs on Community Mobilization and Advocacy Skills, and to implement a series of training workshops, in close consultation with Kafa.
- Scope of work and deliverables
- Undertake desk research of necessary documents and training modules on the topic and identify best practices (from inside and outside Lebanon) that can be implemented in Lebanon for the purpose of this assignment.
- Based on the desk research, develop a contextualized and practical training manual in English on community mobilization and advocacy including the curriculum, the PowerPoint presentation, tools and handouts. The content of the training should cover, at a minimum, the following topics:
- Knowledge about the realities of WMDWs and the legal gaps in the system and the needs for reform;
- Ways of community support for WMDWs victims of abuse and exploitation;
- Methods of mobilizing community leaders and members;
- Leadership skills;
- Advocacy skills and how to communicate personal stories, craft advocacy messages, use social media, etc.,
- Measures for protection against possible security risks faced by women’s human rights defenders.
- Develop practical exercises/activities and case studies under each module.
- Develop the agenda of the training workshops and deliver these workshops to 10 WMDWs community leaders for a total of 6 to 8 full days.
- Prepare pre-and post-evaluation tools and write a report on the results of the evaluation and on the implementation of the training.
- Provide one-to-one catch-up sessions with participants who could not attend a session or more. The maximum number of sessions should not exceed 10 each spanning no more than 1.5 hours.
- Show cultural sensitivity in preparing the content of the training program and while communicating with WMDWs.
- Work very closely with Kafa in the preparation of the training program and in the delivery of the training workshops. The consultant needs to respond constructively to Kafa’s feedback and differing points of view. The consultant would need to present a draft of the training program and the evaluation report, collect Kafa’s feedback and revise the materials accordingly. Multiple drafts might be needed before reaching a final result.
Final deliverables
1. Develop a training curriculum and corresponding materials and handouts
2. Implement between 6-8 one-day training workshops
3. Provide a total of 10 coaching/mentoring sessions
3. Write an evaluation report
- Duration of the Assignment
6 months divided into 2 periods, starting Mid-May 2023 until Mid-November 2023.

- 3 months period for the development and finalization of the training program;
- 3 months period to conduct 6 to 8 full days workshops during week-end days
- Qualifications and competencies
- Academic: At least a Masters degree in social work, sociology, anthropology, psychology and other relevant discipline.
- Work experience: Minimum 5 of relevant experience in designing, developing and implementing training programs/manuals relating to advocacy, mobilization, and leadership.
- Technical Skills and Knowledge: Excellent understanding of discrimination and violence against women issues, as well as of the local context and of migrant domestic workers’ issues in Lebanon.
- Communication: Mastery of facilitation/training skills, analytical thinking and research skills, and team work skills.
- Time flexibility: Availability to work on weekend days.
