DEPARTMENT PURPOSE: For Oxfam in Lebanon, Governance is defined as the set of processes and approaches that are set to ensure accountability, responsiveness, participation, transparency, efficiency, effectiveness, and rule of law between different systems, structures, groups, or – even – individuals.

Governance projects focus on strengthening social and fiscal justice, accountability, participation, local leadership, and inclusiveness within and between members of the community, Local Authorities (LA), and national authorities, with no discrimination related to age, gender, nationality, religion, or socio-economic situation. To achieve this objective, diverse projects are implemented with various relevant stakeholders including local community groups, local Civil Society Organizations (CSOs), Community Based Organizations (CBOs), Municipalities, Union of Municipalities, local service-provision establishments (e.g. Social Development Centers (SDCs) and Water Establishments), and representatives of government ministries.

The Governance Program aims to empower marginalised women and men, particularly youth, to exercise their basic rights to influence decision-making in support of more accountable, effective governance, particularly in relation to respect for basic rights, access to services, resource management and distribution, and gender equity.

TEAM PURPOSE: Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men and non-binary individuals are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under two main programmatic pillars; the Governance and Economic Justice pillar and the Humanitarian Pillar.

 

JOB PURPOSE: Oxfam Italia in partnership with Right to Play, SHiFT and ALEF is implementing a European Union-funded project entitled “Working for Engagement, Acceptance and Mediation: A Community-based Approach to Social Cohesion in Lebanon – WE’AM.” The project is implemented between March 2023 and December 2025 in Lebanon. WE’AM aims to leverage experiences and complementarities to build consensus and stimulate lasting social cohesion initiatives in Lebanon following three working streams: addressing drivers of tensions at the community level; disseminating gender-responsive conflict prevention and resolution tools and methods; mainstreaming community-level social cohesion into programming.

Oxfam Project Manager will be responsible for the planning and Implementation of all of Oxfam’s project activities in Bekaa and all over Lebanon. In addition, s/he will be in charge of coordinating with Oxfam’s technical teams and partners.

 

Under the supervision of the line manager, and in close coordination with Oxfam’s Office in Lebanon, the project manager will be responsible for synergy, coherence and alignment with the project’s objectives.

 

Furthermore, the project manager will make sure that Oxfam interventions are effectively aligned with other consortium partners’ activities. The project manager will coordinate the day-to-day project coordination and relationship management with the project’s stakeholders and partners.

 

The project manager is expected to work closely with the Governance and Economic Justice programme team, Gender, MEAL, Protection advisors and the Oxfam Policy team towards common objectives.

 

ROLES REPORTING TO THIS JOB

BUDGET RESPONSIBILITY

GEOGRAPHICAL SCOPE

All over Lebanon

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Project and budget management & Leadership (50%)

  • Lead on the day-to-day field activity implementation and daily communication with relevant stakeholders;
  • Under the supervision of the line manager work with partners’ teams to develop and regularly monitor work plans and spending plans for project implementation;
  • Support in ensuring that donor contractual requirements are fulfilled with reference to the General and Technical conditions of the Grant Agreement and internal regulations, throughout the entire project period;
  • Responsible for analysing data from referrals and producing referral analysis reports upon request;
  • Coordinate with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to ensure the implementation of all MEAL activities together with partners for all stages (baseline and endline, learning reviews, project indicators monitoring, and other relevant monitoring activities), and promote accountability at both Oxfam’s and the partner’s level;
  • Work closely with the different functions and department to ensure synergy, coherence of efforts, and optimisation of resources;
  • Facilitate project communication across various departments at Oxfam including finance, HR, communication, policy and others;
  • Undertake regular field trips to the project sites with the purpose of joining efforts with implementing partners, performing monitoring assessments of activities, progress, systems and mechanisms;
  • Report verbally and in writing to the line manager on a regular basis on programme progress;
  • Ensure compliance with sector and Oxfam principles and standards of localisation, local leadership, and feminism;
  • Enable and implement technical expertise related to the field of work including Social Cohesion, governance, Advocacy and others;
  • Work closely with the technical advisors and support staff to provide appropriate guidance and managerial support as well as thematic guidance (Governance, gender, Decent work, etc.) to implement the project in line with the objectives;
  • Monitoring and evaluating the project regularly, ensuring partners’ and community participation as appropriate, as well as accountability towards communities;
  • Follow up on MEAL activities and findings ensuring that learning from monitoring and evaluation is included and strategies and project implementation are adapted accordingly;
  • Ensure that risk management and contingency planning is included at all stages of the project;
  • Ensure an exit strategy is in place for all project’s interventions;
  • Ensure project activities have the appropriate visibility in compliance with donor requirements and procedures;
  • Initiate regular financial review meetings, involving relevant Oxfam staff to plan and monitor the budget, review procurement and spending plans, and ensure funds are spent within the time frame acceptable to Oxfam and the donor and ensuring rules and regulations of Oxfam are adhered to;
  • Review actual financial performance against the budget, and explain variances on a regular basis.
  • Lead on initiating relevant procurement processes, with support from Logistics, in line with programme spending and procurement planning;

 

Partnership management and local leadership (30%)

  • Explore and support the capacities of stakeholders and subgrantees selected to take part in the project;
  • Mainstream principles and approaches of local leadership at the community and local level;
  • Lead on creating, maintaining and sustaining effective and efficient formal and informal partnerships and relationships within the civic space at the community, local and national levels;
  • Participate in relevant fora and coordination meetings and national level;
  • Attend relevant sector coordination meetings as appropriate and feed information for continuous programme adaptation and compliance with sector standards;
  • Serve as project representative to external stakeholders, such as donors, CSOs and local authorities.
  • Assist with the coordination of visits of donors, and/or partners related to the project.

 

People & Team Management (10%)

  • Recruit and/or line manage relevant staff;
  • Ensure staff are compliant with key internal procedures including security requirements and code of conduct;
  • Solicit appropriate training and learning opportunities for team member in line with development objectives and ensure regular coaching of staff;
  • Oversee performance management and staff development of team members and provide necessary and timely feedback to all staff being directly managed;

Reporting & Communication (10%)

  • Monitor and submit timely, comprehensive and complaint project reports;
  • Review and approve subgrants and initiatives reports  based on inputs from selected sub-grantees;
  • Establish and maintain clear lines of communication with project staff and ensure internal communication among the project’s stakeholders at Oxfam and the community level;
  • Provide technical assistance, as needed, to relevant staff members and subgrantees  financial compliance and reporting;
  • Support the development and review of financial reports on behalf of Oxfam;

  • Minimum 5 years professional work experience in international humanitarian/development work, including at the national level;
  • Demonstrated experience in managing complex projects;

  • Experience in representation and networking, in particular with Governments, humanitarian and development actors and donors;
  • Demonstrated project, program and human resource management experience, including in working with local partners;
  • Strong MEAL experience, including in complex programmes with high-profile evaluations;
  • A Bachelor Degree (or higher) in international relations, business administration, management, human rights, social sciences or related field;
  • Proven analytical and strategic planning skills;
  • Good communications and people skills;
  • Excellent writing and communication skills able to negotiate effectively between different stakeholders, and to represent the partners in different settings ;
  • Professional fluency in written and spoken English

Desirable

  • Technical Expertise and experience in social entrepreneurship initiatives, and community engagement
