LAW is looking for a Monitoring and Evaluation Consultant to work under a framework agreement. The M&E consultant will be responsible of developing MEAL plans for assigned projects, advising on log-frames where needed, keeping track of key performance indicators, identifying lessons learnt, examining and analysing data and evaluate the overall impact of Lebanon projects
Key Deliverables:
Design the inception tools and mid-term evaluation to review and analyse the progress towards achieving the specific objectives of Lebanon projects and assess the continued relevance of the intervention.
The consultant’s deliverables will be as follows:
- Review and analyse the implementation and progress of the assigned project and embed approved outcomes and outputs.
- Identify the effectiveness of strategies and provide recommendation for improvement;
- Include a review of the assumptions on which the theory of change of the assigned project is based on against the current context and provide recommendations on necessary amendments;.
- Review the achievability of the objectives against the current context and provide recommendation for adjustment;
- Support and review the work of the partners; deliver recommendation on how to improve coordination and the quality of the partnerships;
- Analyse the strength and weaknesses and unintended effects of the assigned project, in particular in relation to effectiveness, coherence with the context, conflict sensitivity, and learning and adaptation;
- Deliver practical recommendations on the risks and threats to the assigned project and their impacts on the delivery of the objective, and on the necessary adjustment to the risk matrix.
- Deliver applicable and practical recommendations on the monitoring, evaluation, and learning (MEL) draft plan for the Project;
- Draft MEAL plans and reports, when needed.
- Maintain M&E evaluation surveys and all data collection tools.
Key Experiences and qualifications:
- Master’s degree in development studies, social science, law or a related field;
- 5 years’ experience in monitoring and evaluations in the humanitarian or development sector;
- Demonstrated five years’ experience conducting evaluation or in projects involving; inequalities, discriminatory legislation, gendered crime and sexual exploitation and abuse,
- Understanding of the context in Lebanon and of protection issues and human rights in general;
- Track record of conducting evaluations in a complex operating environment and on legal projects.
- Track record and experience of research and drafting;
- Excellent written and oral skills in English and Arabic;
- Excellent relationship management skills and the ability to communicate and work closely with local partners, community members, and other stakeholder
