Through INARA, USAID seeks to increase the supply of electricity generation at the community level and to increase the cost-effectiveness, eco-friendliness, sustainability, and reliability of power supply, while clarifying and strengthening the enabling environment for renewable energy-based electrical power generation.

The project will run for 5 years and started in September 2021. The position is based in Beirut, Lebanon. This position will start in October as full-time employee contract.

 

Role and Responsibilities

The HRAO will support the Director of Finance and Administration to ensure efficient and accurate management and administration for the INARA Activity. The HRAO is responsible for maintaining the Project’s HR systems and records, according to DT Global Lebanon / INARA Activity and US Government rules and regulations. Furthermore, this position will manage, liaise, and coordinate closely with the team in Beirut.

 

Specific duties include: 

  1. Recruitment of staff: In coordination with the line managers, receive all recruitment requests and ensure approvals by the labor office. When the recruitment is completed, open file for the respective employee and ensure all records are properly filed.
  2. Assist in the drafting and issuance of employee documentation such as Recruitment Approvals, Due diligence, vetting, NDA, and Conflict of Interest agreements and conducting reference checks.
  3. Staff Appraisal: Maintain the staff appraisal schedule and inform the employees and the line managers of their due dates, as well as follow up with both the employees and line managers for the submission of the completed appraisals.
  4. Timesheets: Send the monthly timesheet submission reminder and timesheets copies to all employees. Receive all the timesheets and check for accuracy and submit for payment and track leaves.
  5. Monitor contract end dates and extension dates in order to ensure continuity of service
  6. Process other HR-related invoices such as medical insurance renewals and online job portals.
  7. Preparation of staff contracts, renewals, amendments, and terminations: Ensure that all staff are issued contracts on commencing employment with DT Global Lebanon / INARA or notice is given to all the employees whose contracts are ending. In coordination with the Director of Finance and Administration, ensure that all termination cases are approved by the Chief of Party (COP) and labor office and keep reports of all staff incidents for future reference.
  8. Online records retention and filing system: Scan and upload the employee’s recruitment documentation and retain hard copies as per regulations.
  9. Reporting, Compliance and Other: Update personnel trackers and provide compiled reports of all HR activities to the Director of Finance and Administration. Ensure compliance with all statutory requirements and brief key program in new requirements.
  10. Assist in the monthly staff payroll processing.
  11. Ensure up-to-date document filing (electronic and hardcopy).
  12. Keep track and control regular needs and stock movement in storage.
  13. Keep track of all assets and inventory tracker and ensure that project’s equipment are properly labeled and stored.
  14. Support in organizing events, meetings, and visits to the office.

     

Required and Preferred Qualifications:

  • Bachelor’s degree or higher in Business management, HR or related field required. Other relevant certifications will be considered.
  • Minimum of four (4) years of previous experience in a professional human resources role, including at least a year with an International Implementing Partner or Non-Governmental Organization.
  • Prior experience working with on USAID funded projects preferred.  
  • Strong working knowledge of Lebanese Labor Laws.
  • Experience in liaising with other organizations and government officials.
  • IT literate, with good report writing skills and proficiency with Microsoft Office applications, including excel.
  • Fluent in both spoken and written English and Arabic.
  • Flexible, creative, and prepared to work effectively to meet deadlines in a demanding work environment.
