Kvinna till Kvinna’s Lebanon Regional Programme January 2022 - December 2026, focuses on women´s peace and security and equal participation, gender-based violence, women´s economic empowerment, and movements building as well as support to partner organisations’ capacity building, networking, and advocacy in the country.  

 

Kvinna till Kvinna’s partner organisations in the Lebanon Programme vary widely in structure, level of capacity and thematic areas of intervention; and they operate under different national and operational frameworks, and degree of physical and organisational stability and they are based in the different regions of Lebanon. 

 

Purpose of the assignment 

The overall purpose of this consultancy is to support Kvinna till Kvinna’s partner organisations in the Lebanon Programme to have improved Human Resources and Governance systems, policies, and procedures. 

 

Details of the assignment Deliverables 

 

  • Work separately with Kvinna till Kvinna’s Partner Organizations* to review existing systems, policies, procedures, tools, and strategies and assess their needs in relation to Human Resources and Governance systems
  • Work closely with each organization to develop new systems, policies, procedures, tools, and strategies (ex: contracts, salary scale, wellbeing benefits, organizational structure, bylaws, board structure, etc…) according to the findings, the need, and the operational context.  
  • Train relevant staff on how to implement the developed Human Resources and Governance systems, policies, procedures, tools, and strategies, in a participatory and interactive approach.  
  • Finalize and submit the developed systems, policies, procedures, tools, and strategies. 

 
* Number of partner organizations involved in this capacity building is 11, with varied needs based on the organizational capacity assessment. 

 

Deliverables and reporting requirements 

 

Inception 

  • Submit an inception report (around 2-3 pages) explaining how the consultant envisions the process of the assignment, methodology and a detailed work plan, including tentative timeframe. 

 

Implementation 

  • Review and assess existing Human Resources and Governance systems, policies, procedures, tools, and strategies and all relevant documents of each partner organization. 
  • Support in developing tailored Human Resources systems, policies, procedures, tools, and strategies to each partner according to their operational context and their unique needs and capacities. 
  • Prepare and conduct workshops/trainings for the partner organizations to train on relevant skills approaches and techniques with the support of Kvinna till Kvinna (workshops to take place in person as much as possible),
  • Follow-up with key staff in each partner organisation to discuss and finalize the new Human Resources and Governance systems, policies, procedures, tools, and strategies. 
  • Present to and discuss with management of the partners organizations before finalizing the documents; and 
  • Submit the version of the systems, policies, procedures, tools, and strategies. 

 

Final reporting: 

  • A final report that includes summaries of overall findings, observations, and recommendations per partner organisation to be shared with Kvinna till Kvinna. 

 

Management and organisation 

The consultant will be working closely with the Kvinna till Kvinna Lebanon Programme team. The consultant is responsible for completing and delivering the above specified deliverables to the Lebanon Programme team.  

 

The total duration of the consultancy is to be decided between the consultant and Kvinna till Kvinna, based on a timeframe submitted by the consultant in accordance with the points specified in this ToR. The suggested time frame must include sufficient time allocated for the organisation including preparation, workshop, analysing the findings, support in developing action plan and follow up. In addition, the consultant shall contextualise the strategies to the operational context of the partner organisation, and deliver reports to Kvinna till Kvinna on the implementation of the consultancy 

 

Consultant fees shall be specified as a daily rate (reflecting all costs such as taxes, social security contributions and VAT). The financial offer shall state an estimated total value, including expenses such as telephone, internet or postage, and travel expenses to the Middle East related to the assignment – as necessary.  

 

Contracted consultant cannot further subcontract the assignment. In cases where the financial offer includes a team of consultants, and their division of work shall be presented. 

 

Required qualifications 

  • Substantial experience of Human Resources in the Non-governmental Organizations sector,
  • Good understanding of women’s rights, civil society, and development programming,
  • In-depth knowledge of the Lebanese context and labour law, 
  • Fluency in Arabic and English, both written and spoken,
  • Strong facilitation skills and the ability to lead a group through a set process,
  • Experience of planning and conducting workshops and trainings,
  • Educational requirement: University degree or equivalent of relevance for the assignment.
