ActionAid Arab Region (AAAR) is looking for Programme Manager – Lebanon the Programme Manager Position will lead on all programmatic and partnership aspects of AAAR programs implemented in Lebanon, in alignment with donor contracts and AAAR policies. The Programme Manager (PM) will ensure effective management and relationships with relevant external stakeholders and partners as well as provide oversight on the interventions throughout the program cycle, including budget management. The PM will lead on the preparation and development of high-quality program plans, including monitoring and evaluation, accountability, and learning (MEAL), procurement plans, progress and donor reports, ensure appropriate monitoring and project quality and enhance AAAR’s internal and external representation. This role provides support to the partners to ensure that plans/budgets are developed and implemented according to MoUs. This role is a key member of the AAAR programme unit, who also participates in on going strategic/programme development discussions and is also the AAAR ‘on-ground’ legal representative in Lebanon. A key task for this function is to have a strong focus on positioning AAAR and identifying and pursuing relevant fundraising opportunities.

Job Title: Programme Manager – Lebanon
Reports to: Head of Programmes (HoP)
Direct Reports: Country Senior Management Team.
Location: Lebanon with frequent travels to Jordan

Responsibilities:
Planning & Implementation :
- In close coordination with relevant AAAR colleagues, ensure planning of programme activities in close collaboration with local partners.
- In close coordination with relevant AAAR colleagues develop MoUs with local partners, reflecting mutually agreed roles and responsibilities related to relevant programmes;
- Monitor the performance of the partner and intervene when necessary to provide required guidance;
- Ensure partner receives proper induction of the programme and policies for compliance and performs accordingly;
- Ensure the development of mutually agreed partner capacity support plans;
- In close coordination with relevant AAAR colleagues, ensure the development of MEAL plans in close coordination with local partners, e.g., baseline surveys, regular monitoring, support, and learning visits, annual partner review meetings.
- Ensure a close collaboration with local partners, including coordination of technical and capacity building support;
- Ensure effective management of the programme budgets, including, monitoring expenditure and budget forecasting in line with AA Arab Region finance and Administration polices; Ensure timely submission of quality reports;
- Participate in regular meetings with relevant AAAR colleagues and weekly AAAR Programme meetings;
Programme development & Fundraising :
- Identify scaling up opportunities and new project ideas in line with humanitarian needs on the ground;
- In close coordination with AAAR Head of Programmes (HoP) contribute to the development of Concept Notes, programme proposals aligned with AAAR strategic priorities;
- Provide inputs concerning Lebanon in the development of AAAR strategic framework;
- Close collaboration with Head of Programme (and Regional Director) in the continued development of new types of programmes in Lebanon;
Representation & Legal :
- Participate (and represent) AAAR in relevant INGO-, UN Cluster and Governmental related meetings incl. technical working groups and networks/forums in Lebanon and share key outcomes with relevant AAAR colleagues;
- Ensure a constant and constructive relationship with government entities in the areas of intervention, as well as other relevant stakeholders;
- Maintain, develop and nurture new strategic relationships;
- Legal representative for AAAR in Lebanon – there will be a formal agreement between AAAR and the Lawyer in Lebanon ensuring a close link with the AAAR Regional Director on all legal matters;
Communication & Campaign :
- Ensure close collaboration with AAAR Communication & Campaigns Coordinator (also based in Lebanon) to ensure that key events and youth success/case stories are ‘captured’ for communication purposes;
- Ensure close coordination with AAAR Communication & Campaigns Coordinator on all Campaigns issues;
Transparency & Accountability:
- Ensure transparency boards are in place in all project locations and community designed complaints mechanisms are in place and responded to;
- Ensure all relevant stakeholders are fully informed about the programme through face to face or printed material;
- Ensure targeted communities are fully informed about the programme and are involved in the informing the implementation phase;
- Ensure Programme Brochures are made available for sharing and distribution in programme location;
Others :
- Ensure adherence to AAAR values, principles and Human Rights based approach;
- Ensure the compliance with AAAR policies and procedures;
- Ensure compliance with humanitarian standards, e.g., CHS, etc.;
- Other tasks as required by line manager e.g., support on ad-hoc administrative tasks related to AAAR colleagues visiting Lebanon and/or related to follow-up with the partners.
Education & Certification:
Bachelor’s degree in social science, politics, preferably master’s degree in development, management.
Essential Experience
- At least 5 years’ experience in development and humanitarian work
- Minimum 3 years of experience in in all steps related to project cycle management, including multiple stakeholders and under tight deadlines.
- Experience managing complex donor funded projects
- Experience in financial management, administration and budgeting
- Demonstrated strong experiences and skills in partnership development and management and networking with government, civil society and other stakeholders
- Experience in project proposal writing and fundraising processes
- Able to build strong team and work together in the spirit of team work
- Have grounded understanding of the refugee crisis in the region.
- Excellent interpersonal communication/negotiation skills both in written/oral Arabic and English.
- Strong inter-personal communications skills and ability to build effective rapport with a variety of different stakeholders.
- Team building and coordination experience
- Excellent coordination/facilitation and communication skills with strong sense of team spirit.
- Result oriented person; ability to manage multiple tasks, work under pressure and meeting of deadlines.
