Provision of audio-visual services for Protection Gender & Inclusion animation video - IFRC MENA Region

The Protection, Gender and Inclusion portfolio (PGI) addresses IFRC’s work on matters related to prevention
and response to
inter-personal violence, neglect, exploitation, abuse and unfair treatment as well stigma, discrimination, marginalization and exclusion
a) in our emergency operations,
b) in our long-term programs and services; 
c)
in our institutional capacity, diplomacy efforts and partnerships.

Activities related to PGI focus on issues such as disability inclusion, inclusion of sexual and gender minorities, gender equality, combatting racism, child protection, prevention and response to gender-based violence (GBV), including prevention of sexual exploitation and abuse (PSEA), and trafficking in persons (TiP).

PGI is a priority for the International Federation of the Red Cross and Red Crescent Societies (IFRC) and its members and it is important to guarantee practical methods for systematic incorporation of dignity, access, participation and safety (DAPS) in all programmes implemented and services provided.

 

Scope of work 

The NSDV Unit of the IFRC Regional Office in MENA is looking for a qualified consultant with a track record of success in producing digital communication solutions. We are looking for individuals who can provide high-quality video storylines and determine the best ways to get the coverage, impact, involvement, and interactivity of released video products.

Under the overall supervision of the PGI team,the selected consultant will be expected to produce a short animation video clip (5-6 Min) in Arabic, with pictorials and subtitles, to highlight the main idea of the video: Protection, Gender & Inclusion (PGI) mainstreaming.

Overall objective

The objectives of the video are to increase awareness and create understanding of what PGI is and why mainstreaming PGI is relevant to our work and to our organization.

Key messages

  1. To explain what PGI is and how it encompasses prevention and response to inter-personal violence, neglect, exploitation, abuse and unfair treatment as well stigma, discrimination, marginalization and exclusion; all relevant aspects of the IFRC work: a) in emergency operations, b) in long-term programs and services; and c) in the way the IFRC as an organization is managed.
  2. Raise awareness on how we deal with PGI in the Red Cross and Red Crescent Movement, including developing policies and frameworks, cooperating with Human Resources to strengthen inclusive structures and mechanisms inside our organization and supporting National Societies in shaping safer and more inclusive structures, including through the creation of mechanisms and procedures related to prevention of sexual abuse and exploitation (PSEA), Child Safeguarding and Sexual Harassment.
  3. Communicate what the role of Red Cross and Red Crescent staff and volunteers is when confronted with PGI issues. Everyone in the Movement needs to address issues of protection, gender and inclusion within their context and role and abiding by the Red Cross Red Crescent “Movement Protection Framework” that establishes three levels of protection: activities that all staff and volunteers are responsible for; activities that require specialized technical expertise; and activities that require specific actions to be undertaken by a constituted authority within the IFRC Secretariat.

Deliverables

A short high quality animation video and original music and voice-over of around 5-6 minutes on IFRC and NS role in mainstreaming Protection Gender & Inclusion. The video should be accessible to persons with disabilities (subtitles and sign language – if possible) in Arabic. IFRC will provide a draft script and support on developing it further. 

The consultant will be responsible for:

  • Pre-production (scripting and storyboarding) 
  • Graphics 
  • Voice over 
  • Production 
  • Post-production 

In addition to the final product, IFRC expects to receive the raw footage developed while producing the video as well as the working files of the edited final product. IFRC will have the copyrights for the developed materials as well as unrestricted authorization to modify, reuse and repurpose both the raw footage as well as the final product

Time Frame

The video should be delivered before mid December, 2021 

Multi-channel

The video should be eligible to be played at:

  • Trainings and volunteers’ meetings
  • IFRC and Red Cross and Red Crescent National Societies platforms 

 

Languages

The video will be produced in Formal Arabic (with subtitles and sign language – if possible)

  • National Societies staff
  • National Societies volunteers and Youth members 

Submission

Technical Proposal

  • Provide understanding of tasks as indicated in the TOR
  • Share the documentation of previous work done showcasing the capacities to implement a similar project(s)
  • Tentative workplan with working days for main activities and dates for milestones.

Financial Proposal

  • The financial proposal should include all costs necessary for the consultant to effectively complete the tasks as per the TOR. The costs should be presented in US dollars.

Changes to the TOR

  • The Consultant may propose changes to the TOR where s/he deems fit. However, the changes have to be discussed with IFRC before they are adopted as part of the TOR/contract.
  • This TOR (including any changes made), thereafter, shall form part of the service contract agreement upon completion of the competitive selection process.

Timeline

  • Deadline for submissions: 28 November 2021
  • Selection of the consultant: by 30 November 2021
  • A first draft of the final product: 12 December 2021
  • Delivery of the final product: mid-December 2021
